Overall Purpose

  • Reporting to the Procurement and Logistics Manager, the officer will coordinate the documentation, logistics and budget implementation.

  • He/she will coordinate procurement, delivery, storage and distribution of goods and services as well as fleet.

    Key duties, responsibilities and deliverables

    Procurement roles

  • Coordinate and implement the consolidated annual procurement plans and ensure user
    departments adhere to it in line with approved budgets

  • Ensure user departments adhere to procurement plans in line with budgets

  • Participate in the receipt, opening and evaluation of quotations, tenders or proposals for goods, services or works.

  • Prepare supplier’s contracts and purchase orders and submit for approval

  • Ensure timely efficient and effective procurement of goods, services and works, while strictly adhering to the procurement policy

  • Establish in liaison with relevant departments and end-users, quality specifications of goods and services required by MUCOBADI

  • Coordinate the annual supplier pre-qualification exercise

  • Coordinate the disposal of obsolete and disposable items with authorization from management

  • Be Secretary to the Procurement committee and ensure proper documents management of all procurement committee records.

  • Collate and present procurement documentation to the Procurement Committee for adjudication and award.

  • Maintain files and records for all procurement processes, tenders, procurement evaluations, contracts, purchase orders and all correspondences relating to the procurements

  • Prepare and submit procurement documents, contract and LPOs for payment.

    Logistics Roles and Responsibilities

  • Carry out and develop administrative systems, logistics and records management

  • Regularly analyze and coordinate logistical requirements for the organization

  • Ensure security and good use of organization assets by ensuring the use of control tools like Vehicle/motorcycle logbooks and report to Finance and Admin Manager

  • Maintain database of vehicles/motorcycle mileage and provide accurate, complete and monthly reports

  • Monitor maintenance and repair of office facilities, assets, vehicles/motorcycles, including preventive maintenance and maintain agreements with competent service providers.

  • Ensure that all MUCOBADI assets and equipment have Insurance cover.

  • File all the contract documents (Tenancy agreements, transport
    agreements, insurance covers) as well as service level agreements with vendors.

  • Ensure that MUCOBADI stores of all logistical items including stationery are well maintained.

  • Support in the preparation of timely monthly, quarterly and annual procurement and logistics reports.

  • Perform any other duties assigned to you by your supervisors.

    Required Specification

  • B.A. required or equivalent combination of education and relevant work experience. Professional certification and membership to a reputable procurement and supplies body is highly desirable.

  • Minimum 2 years project procurement management experience, preferably in a health-related project, and including service procurements.

  • Thorough knowledge of USAID and its contractual, procurement and reporting requirements required.

  • Demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.

  • Excellent problem-solving capacity, with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.

  • Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients and consultants.

  • Advanced Computer skills including proficiency in Microsoft Office programs (Excel
    spreadsheets, word processing, power point, and electronic mail).
