Position Summary

  • The chief of party (COP) will lead and manage MSI’s efforts to achieve the project results.

  • The will provide vision and overall leadership to MSI’s operations and drive the achievement of project results by ensuring the provision of timely, relevant, and high quality services.


  • Provide technical leadership, overall project management, and quality assurance oversight.

  • Supervise project personnel, short-term experts, subcontractors, and grantees to achieve project objectives and targets, and ensure timely implementation.

  • Develop and maintain effective partnerships with development partners such as government institutions, private sector, civil society, etc.

  • Ensure timely, accurate and user-friendly reporting on the progress and status of all services provided under the contract.

  • Ensure the USAID compliance and integrity of all project operations.

  • Serve as MSI’s primary liaison with USAID on day-to-day project implementation and management issues.


  • Bachelor’s degree in public administration, international relations, economics, business administration, law or a related field.
  • Master’s degree preferred.

  • At least ten (10) years’ experience working in project management in developing countries, and demonstrated management and leadership skills working with large and complex programs.

  • Substantial technical expertise in anti-corruption reforms working with governmental
    and non-governmental institutions.

  • Demonstrated experience in a supervisory or management capacity that includes providing technical and administrative oversight of consultants and subcontractors in a multicultural setting.

  • Knowledge of and prior experience working on USAID-funded activities strongly preferred.

  • Prior experience as Chief of Party, Country Director or its equivalent, is preferred.

  • Experience working on development programs in the East Africa region is desirable.

  • Fluency in English with excellent written and oral communications skills required, with proficiency in Swahili or Luganda
