Medical Activity Manager

Based in Dagahaley Refugee Camp

Project Summary:

The objective of our project is to provide primary and secondary level of health care to the Refugees in Dagahaley refugee camp. MSF provides a full package of medical care through 2 primary health care units and 1 hospital (100 beds) with 24 hour emergency and OT.

Health services include curative, preventative, nutritional activities and emergency preparedness and intervention with partners.The selected candidate will be reporting directly to the Project Medical Team Leader.

    Contract duration:

  • 12 months fixed term contract with possibility of extension based on performance (includes 3 month probationary period)
  • The Job Activities include but are not limited to;
  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and
    procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project.
  • Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and
    according to MSF procedures.
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts
    and replaces a doctor, if necessary
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
  • Ensure good triage system using ETAT protocol. Ensure that lab request is in respect to the protocol in place. Quality control and supportive supervisions is done by the lab
    supervisors. Ensure the good running of the routine EPI in the HP and SFP activities
    Focal person for the disease surveillance reporting. Participate on emergency response as require
  • Ensure the prescription audit, case review, CME plan is in place, and is done regularly with the HP team as well as with the support from the project medical referent and provide feedback to the team.
  • Ensure that referrals system from the CHW, between the HP and
    hospital, is well managed, criteria are respected.
  • Ensure standard universal precautions are applied and proper hygiene and infection control system is in place and working in all HPs in collaboration with infection control
    supervisor.
  • In coordination with the HP nursing team supervisor, ensure the daily management of human resources, rosters are done on time, holiday is plane in advance, staffs are
    present on duty as per roster, any absentees on the schedule reported to the referent responsible. And the clinical officer and nursing team supervisors have their
    objectives in line with their job descriptions.
  • Help to solve interpersonal conflicts arising among the staff under supervision including auxiliary nurse aids
  • Supervise efficiently the HP pharmacy management in coordination with the nursing team supervisors and project pharmacy managers, good dispensing practices; weekly order is done according to schedule agreed by project pharmacy managers, follow-up of daily, weekly registration books and reports.
  • Good drug and medical equipment management at the HP level, the storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption related
  • Perform any other duties assigned by the supervisor

    Requirements

  • Education: Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies
  • Experience: Essential 2 year working experience related to the diploma/degree and previous experience in MSF in the field
  • Languages: Essential mission language (English), local language desirable

    Knowledge

  • Essential computer literacy (word, excel and internet)
  • Excellent writing and communication skills at influencing level
