Montrose is looking for two full-time Project Officers to be based in Kampala, Uganda. You will support the Programme Managers to implement our existing programmes in Equatorial Guinea, Sierra Leone, South Sudan and Uganda.

Purpose of the Position: To support the successful delivery of Montrose global programmes

Grade Level: 2

Direct Reports: None

Location: Kampala with willingness to travel to other Africa and Asian countries

Core Responsibilities of the role:

  • The Project Officer will support the Senior/Programme Manager with direct project management of specific projects and day-to-day implementation of contracts. This includes:

    1. Technical Programme Management:

  • Manage discreet projects or project components as required
  • Support the Programme Team in managing cost-effective and high-quality project implementation
  • Develop and manage work plans and working budgets where applicable
  • Where applicable, represent Montrose on working groups to support the achievement of project goals
  • Draft, review, edit proofread, and/or write technical reports and components of technical reports where applicable
  • Support technical experts through providing basic research or other support on technical areas where applicable
  • Support Senior/Programme Manager in ensuring compliance with contracts and internal policies
  • Ensure all project reports and documents are formatted according to Montrose’s style guide
  • Contribute to the development of project specific stakeholder management plan

    2. Finance:

  • Demonstrate basic understanding of financial management in Montrose through:
  • Drafting of working budgets as requested by the Programme Manager
  • Costing of inputs for budgets
  • Participating in monthly reviews of working budgets vs. expenditures
  • Flagging any risks, underspend, overspend
  • Comply with all internal governance & finance procedures and standards (including confidentiality, accountability)

    3. Consultant Management:

  • Pre-contracting

  • Draft consultant TORs
  • Lead in identification of qualified consultants
  • Prepare consultant interviews (panels, dates)
  • Lead in communication of interview results to consultants
  • Complete compliance and due diligence processes for consultants
  • Contracting/Delivery

  • Ensure consultants have consultant pack in good time
  • Support PM to ensure consultants are contracted in time
  • Support PM to manage consultant deliverables (scope, quality, time), flag any issues
  • Post Contracting
  • Ensure consultants complete and submit feedback form

    4. Risk Management:

  • Understand risk management and its importance in Montrose
  • Write risk register for assigned projects
  • Review and update risk registers as required
  • Manage personal risk (Draft journey management plans before travel)

    5. Administration:

  • With supervision from the Senior/Programme Manager, organise all travel and other logistical arrangements and procedures
  • In collaboration with the Operations Manager, plan, and execute all project procurement

    6. Leadership:

  • Understand Montrose vision and mission, communicate the same clearly to peers, and consultants
  • Demonstrate personal integrity and commitment to Montrose values

    7. Strategy:

    Participate in:

  • Programme strategy review meetings
  • Business development meetings
  • Contribute to development and implementation of Uganda business development strategy

    8. Personal Responsibility for Growth:

  • Understand and ensure personal key performance indicators and continuous professional development (KPIs/CPD) targets are met
  • Proactively identify areas for learning, growth and development
  • Adhere to Montrose code of conduct policies

    Personal Specification –

    i) Essential Skills, Qualifications, and Attributes:

  • Degree or equivalent in a relevant field

  • A passion for doing development work better, working with all types of stakeholder, partner, client, consultant, government counterpart, and community members to improve people’s lives

  • Exceptional drive, and a willingness to work hard to deliver high quality outcomes

  • Strong time management, organisational and communication skills, and exceptional attention to detail

  • Experience in project management or managing complex situations

  • Ability to work well within a team

  • Excellent written and spoken English, with the ability to write accurate, and relevant reports

  • Excellent problem-solving skills, with the experience of seeking creative ways to overcome complex problems

  • Willingness to learn and adapt with the growing Montrose Programme Team

  • Ambition, drive and determination to succeed required

  • Microsoft Office proficiency (Word, Excel, PowerPoint, Outlook, SharePoint)

  • Right to live and work in Uganda essential (currently based in Kampala an advantage)

    ii) Desirable Skills, Qualifications, and Attributes:

  • Knowledge of French, Spanish and any local African languages

  • Knowledge of the research, monitoring and evaluation, enterprise, environment, education and health sectors

  • Ability and experience of engaging with government

  • Minimum of 2 years work experience
