Background

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Foreign Commonwealth and Development Office (FCDO), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA), United States Agency for International Development (USAID), the Global Alliance for Vaccines and Immunisation (GAVI) and the European Union (EU). A consortium led by Crown Agents and including Montrose is responsible for managing and implementing HPF3.

HPF3 supports delivery of community level essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

HPF3 supports services in seven out of 10 states of South Sudan: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr El Ghazal, Western Bahr El Ghazal, Warrap, and Lakes.

The programme will improve the health and wellbeing of the population through increased coverage, access and utilisation of quality lifesaving health, sexual and reproductive health and nutrition services under the following five outputs:

  • Output 1: Delivery and increased availability/readiness of quality health services at facilities.

  • Output 2: Community level interventions that increase awareness, prevention and treatment of common conditions.

  • Output 3: Availability of safe, effective and quality essential medicines and supplies.

  • Output 4: Stable health systems that enhance accountability and responsive to the needs of the people.

  • Output 5: Funds and processes that are efficient, effective, inclusive and offer value for money.

    Purpose Summary

    The HMIS Specialist will lead specific actions across all counties in the eight States to ensure a rigorous system of data collection, compilation, analysis and display throughout both service delivery and in communities – focussing on use of the information collected for planning, decision making and managing the health services at national and local level.

    The HMIS Specialist will work closely with the Monitoring, Evaluation Learning and Accountability Manager, other members of the MEAL team, and members of the wider HPF team, to monitor the performance of the programme.

    Specific Roles and Responsibilities

  • Liaise with programmes to identify possible bottlenecks in the successful execution of the HMIS in the seven former states and at national level.

  • Provide advice on integration of all current vertical programme information data sets into a harmonised HMIS for improved programme planning.

  • Support the implementation of DHIS2 at national level with customising Dashboards.

  • Support the development of national
    level reports for program managers.

  • Conduct regular data quality checks and make recommendations for improvement,

  • Assess, interpret and advise the MOH on measures to strengthen data collection, analysis and utilisation at national, state, county and community level.

  • Support the implementation/functioning of the Hospital HMIS and identify bottlenecks and make recommendations.

  • Oversee data migration with health facilities, MOH and IPs.

  • Support M&E Manager in ensuring HMIS data security in HPF.

  • Assist in the creation of custom reports and queries as required.

  • Act as initial point of contact for HMIS user problems in the programme. Elevate key issues to MEAL Manager.

  • Liaise with MEAL team to ensure smooth overlap and functioning within HPF programme.

  • Provide capacity building support to the National and State Ministries of Health as required including participating in technical meetings, providing support on national MEAL strategies. policies, HMIS tools and plans and any other support to MoH as necessary.

  • Apply GIS as a value adding visual aid for health service output in the Eight States

  • Proactively monitor service provider performance through technical review of periodic reports, health service county targets, Work Plans and any other relevant documents or data and provide feedback as necessary.

  • Perform other duties as required.

    Reporting and Communication

  • On a day to day basis, this position reports to the HPF Monitoring, Evaluation, Accountability and Learning (MEAL) manager.

  • Work closely with the other MEAL team members.

    Essential skills and qualifications

  • Post graduate degree in statistics / M&E / Public health or a related field required.

  • At least 8 years of demonstrated experience in performance monitoring, evaluation, and/or data use for decision-making.

  • GIS skills in producing illustrative and analytical maps using Geo reference data from various sources

  • Excellent computer skills especially advance level especially Microsoft Excel

  • Competence in use of DHIS

  • Excellent verbal and written communication skills

    Desirable:

  • Significant experience in the design and implementation of M&E systems for health programs

  • Experience conducting Data Quality Assessment (DQA) activities.

  • Prior experience in supporting capacity development or utilisation of HMIS /DHIS systems.

  • Experience in use of Microsoft Power Query or Power BI desired

  • Quantitative and qualitative data collection and analysis
