    We are looking for a strong and experienced manager to lead Monitoring, Evaluation, Research and Learning Manager for the cultural transformation for data use for decision making activities under an anticipate 5 years USAID-funded electronic Health Information System activity.

    Essential Functions

  • You will work under the supervision of the Senior Lead Technical Adviser – Data Use, in close collaboration with the strategy and the change management teams.

    More specifically you will

  • Support the development of M&E strategy and plan
  • Support the revision, development and implementation of M & E tools and system
  • Conduct assessment on data quality and
    support system wide data quality improvement strategy
  • Ensure quality data-capturing and reporting at all levels
  • Support the conduct of performance reviews and promote the use of data for decision making
  • Identify, document and share lessons on data quality and use for system wide improvement
  • Plan, lead and monitor regular data quality assurance (DQA) activities
  • Ensure DQA findings are implemented and learning are captured and shared within the broader System
  • Identify gaps and plan for capacity building activities to improve data quality and use within the health system

    Job Requirements

    Your background

  • A Master’s degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, or statistics or any other similar field
  • Minimum of 5 years of work experience in establishing/ designing M&E systems and tools, and managing data-intensive programs, preferably in health
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators
  • Experience in program quality management and operational research
  • Experience in M&E and data quality management related to health programs
  • Demonstrated experience and knowledge in data-capturing and reporting
