Position: Monitoring Evaluation and Learning

Officer Location: Africa Regional Office, Nairobi

Length of Contract: 1 year- Renewable Annually

Purpose

  • Work with the six named country program teams to develop, implement and maintain a robust monitoring, evaluation and learning systems.

  • Lead the programme team through systematic review of programme and other data leading to documented lessons learnt and programme adaptations.

  • Make significant contribution in management of WCDO donor, internal and governmental reporting requirements.

  • Act as a focal point for WCDO’s future research partnership and ensure the timely delivery of accurate data and reports.

  • Lead the operational implementation of the context analysis and programme evaluations.

  • In liaison with respective country leadership coordinate the programme and support teams in the development of high-quality reports and funding proposals.

    Main Tasks & Responsibilities Design and Implement M&E System

  • Assist in the revision of respective projects’ log frame matrices, particularly in the areas of performance indicators and their measurement;

  • In collaboration with respective projects’ teams, develop concerned projects’; (1) overall M&E frameworks, for example mid-term project reviews, impact assessments, final evaluations

  • Performance Monitoring Plan with relevant data collection systems

  • Work with respective projects’ teams in designing and development of data collection tools/ templates and assist them in processing, analysing and interpreting collected data and report writing.

  • Assist projects’ teams in the development of work plans and keeping them updated in accordance with concerned projects’ activities and time-frames.

  • Review the quality of existing data in the respective projects’ subject areas, the methods of collecting it, and the degree to which they provide good baseline statistics for impact evaluation.

  • Work with respective projects’ teams in the development of baseline data for each of the countries’ projects’ components and indicators.
    Capacity Development in M&E

  • Provide technical support to staff members for all M&E related activities

  • Train respective country team members and IPs on M&E concepts, skills and tools including any computer-based support required

  • Work closely with implementing teams to enhance their capacity in proper data collection and reporting

  • Contribute to designing Tors, training materials, communication materials related to project and M&E system

  • Review their existing approaches and management information systems and agree on any required changes, support and resources.

    Reporting and Documentation

  • Prepare the Regional M&E unit’s periodic progress report and submit to the supervisor.

  • Assist respective country teams prepare periodic project reports by providing M&E related information.

  • Assist country teams; document promising practices (best practices) and lessons learned, collect case stories and update and manage that information in projects’ reports and other knowledge products.

  • Work closely with respective teams in ensuring that lessons learned from projects’ monitoring and evaluations are properly documented.

  • Contribute for developing and managing knowledge products (knowledge management) of projects.

    Project Information Management

  • In close collaboration with respective country’s project teams and implementing partners, track country’s projects’ output and outcome level results on periodic basis

  • Guide respective country teams in collecting, checking verifying and compiling data from the field as stipulated in their M&E plans.

  • Help the country teams compile, baseline, monitoring, project progress and evaluation reports

  • Assist country teams set up, update and or maintain their projects’ databases.

  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.

    Learning

  • Facilitate the use of data by partners, staff, and other stakeholders to inform decision-2 and to identify lessons learned and promising practices.

  • Facilitate the integration of knowledge generate from participatory rural appraisal (PRA) exercises into the Baseline process.

  • Facilitate the dissemination of evaluation results to stake-holders (such as Community based partners, donors, staff members etc)

    Fundraising and Grants Management

  • Draft Concept Notes and project Proposals as assigned by the direct supervisor

  • Work with the respective country leadership to conduct a Context Analysis for WCDO in the six countries

  • Support the respective country in the development/ reviewing of the Country Strategic Plan

  • Work with respective country programme teams to establish whether potential funding is feasible operationally and in line with broader programmatic aims and make subsequent recommendations to senior management.

  • Significantly contribute to proposal development processes.

  • Prepare new projects grant launch document and also revise the existing ones.

  • Under the guidance of direct supervisor and concerned country leadership, organise and lead planning workshops at the start of each new contract, ensuring that all relevant staff understand donor specific compliance issues and ensuring that roles & responsibilities and activity plans (including procurement and HR recruitment) are established

    Quality Assurance

  • Review field level assessment reports, baseline studies and evaluation reports

  • Ensure that reports from IPs including consultants are complete and meet WC quality requirements

  • In collaboration with country teams and concerned technical specialists, undertake quality control of projects’ implementation strategies and approaches.

    General Responsibilities

  • Prepare monitoring field visit plans and conduct monitoring visits as and when required.

  • Conduct regular monitoring of projects’ interventions to insure the quality delivery of inputs and contribute for generation of expected results.

  • Participate in internal and external monitoring missions of various projects.

  • Work closely with countries’ team members and relevant stakeholders in monitoring and evaluation of respective project interventions.

  • Assist in organization and facilitation of various events such as area teams’ meetings

  • Carry out other duties and responsibilities related to MEaL as assigned by the supervisor

    Qualifications: Education / Knowledge / Technical Skills and Experience

  • At least a Bachelor’s degree or equivalent; statistics, agricultural economics; natural resources economics, community development public administration, social or development related studies;

  • Strong commitment to confronting poverty and under development; Understanding and supporting the role of communities and non-governmental sector in poverty alleviation and its associated challenges

  • At least three years relevant experience in the development (WASH, livelihoods) / humanitarian sector with at least one of those years being field based.

  • Proven experience in proposal and report writing.

  • Proven experience in designing, and operating M&E systems.

  • Experience with digital/ electronic data collection and database management.

  • Experience with hardcopy and electronic filing and archive management

  • Experience of in working with donor funded projects

  • Experienced with project cycle management system (PCMS).

  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies)

  • At least two years’ experience in qualitative data analysis using content analysis, including the application of conceptual frameworks, codebook development, and coding.

    Special Skills, Aptitude or Personality

    Requirements

  • Fully fluent in English and working knowledge of any other language would be an added advantage

  • Flexibility, adaptability, good sense of humour and patience.

  • Excellent writing and editing skills.

  • Ability to organize and prioritize workload.

  • Ability to cope with stress, work under pressure often to strict deadlines.

  • Self-motivated, progressive and proactive.

  • Ability to work on own initiative and as part of a team

  • Methodical and thorough with a keen sense of detail.

  • Cross cultural awareness and sensitivity to cultural differences.

  • Excellent knowledge of Microsoft Office.

  • Proficiency with more than one data analysis software packages, such as SPSS and NVivo.

  • Proficiency in android based data collection and management applications such as Kobo¬Collect
