Job Purpose:
  • Monitoring compliance with the legal framework, agreements, and contracts; Preparing and vetting of contracts; Supervising the implementation of litigations issues; initiating periodic legal reviews of the Service and other relevant rules in liaison with the State Law Office and other relevant agencies.


    Responsibilities

    Responsibilities for Principal Legal Officer's include: -

  • Participating in policy development and advising on legal policy issues.

  • Developing legal documents/instruments.

  • Preparing legal opinions.

  • Coordinating stakeholders consultations.

  • Ensuring compliance with principles and values of good governance.

  • Implementing strategic plans and objectives in respect to the legal function.

  • Ensuring compliance with relevant statutory and regulatory requirements.

  • Reviewing operational policy documents to ensure compliance with the constitution, statutes and regulations.

  • Developing contractual documents between the Board and third parties.

  • Attending to and ensuring timely resolution of complaints arising from implementation of the Act.

  • Providing legal risk reviews and providing legal advice.

  • Reviewing ongoing cases and advising management accordingly.

  • Providing and interpreting legal information.

  • Conducting training and disseminating appropriate legal information to staff.

  • Reviewing and drafting contracts, agreements and internal policies and ensuring they are in compliance with all statutory or legal Requirements.

  • Handling pre-litigation legal disputes and inquiries.

  • Coordinating external legal mandates to investigate and resolve potential legal issues with regard to financial instruments issued by donors; and

  • Participating in developing and ensuring compliance with the MTRH's collaboration and partnership policy framework and strategy.


    Minimum requirements

    For appointment to this grade, an officer must have:

  • Bachelor of Laws (LLB) degree from a recognized institution.

  • Diploma in Law from Kenya School of Law.

  • Admission to the Bar as an Advocate of the High Court of Kenya.

  • Served in the grade of Senior Legal Officer for a minimum period of three (3) years or in a
    comparable position.

  • Membership to the Law Society of Kenya (LSK).

  • Must have valid 2022 practicing license.

  • Certificate in Supervisory Course lasting not less than two (2) weeks from a recognized institution.

  • Proficiency in computer applications.

  • Shown merit and ability as reflected in work performance and results.
