Job Purpose:
  • Manager, Planning, Monitoring, & Evaluation has overall responsibility for coordination of all planning, monitoring, and evaluating objectives and goals in the Hospital.
  • To ensure adherence to set project monitoring protocols, evaluate the performance of projects and ensure adherence to Hospital strategic plan.
  • Responsible for guiding the overall Monitoring & Evaluation strategy and implementation-related activities within the project and via partners and providing timely and relevant information to all Hospital stakeholders.
  • To manage and further enhance the Monitoring & Evaluation system, ensuring it is implemented effectively, including data collection activities, survey work, training, analysis and Monitoring & Evaluation reporting.


    Responsibilities:

    Responsibilities for Manager, Planning, Monitoring and Evaluation include:
  • Formulating, implementing and reviewing Planning, Monitoring & Evaluation policies, strategies, programmes and guidelines;
  • Being in-charge of the Performance Based Management System in its entirety for Board level, Directorate, Departmental and Individual levels. These includes performance target formulation, contract drawing, contract reporting, contract evaluation and contract
  • Preparing and reviewing progress reports on projects and programmes in close coordination with the relevant Directorates /Departments.
  • Provide direction for the collection of data, establishment of databases, and assessment of policy options that facilitates Hospital's decision-making with regard to performance of adopted or contemplated plans and policies.
  • Prepare information using a variety of data sources to assess Hospital issues, trends and monitor the implementation progress on the comprehensive plan.
  • Coordinating documentation of best practices and shared learning;
  • Coordinating development of performance monitoring frameworks for the Hospital.
  • Registration and valid 2022 license by relevant professional body.
  • Developing a comprehensive baseline infrastructure for target areas.
  • Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use.
  • Prepare reports for internal and external audiences based on data from monitoring and evaluation processes. Discuss emerging issues from project progress, evaluation reports, coordinate the development and follow up of action plans from recommendations.
  • Develop and implement data collection techniques and tools, including working with external service providers to develop other relevant management information systems.
  • Design and implement a system to identify, analyze, document, and disseminate lessons learned from program and project activities. Share evaluation results with all relevant officers and ensure that lessons from evaluations are incorporated into the development of all new projects.
  • Develops, Coordinates and implements proposals, projects and establishes broad priorities and work sequences including but not limited to: Strategic plan, quarterly and annual reports;
  • The lead participant in the development of departmental priorities, objectives, goals and actively seeks out new processes and technologies to
    help improve departmental efficiency and effectiveness.
  • Trains, mentors and guides employees in administrative, technical, management, customer service and leadership responsibilities; and
  • Coordinating projects and organizing, proposals, research and documentation.



    Minimum Requirements:
    For appointment to this grade, an officer must have:

  • Bachelor's degree in any of the following fields: Economics, Statistics, Mathematics, Commerce, Business Management/ Administration, Actuarial Science or equivalent qualification from a recognized institution.
  • Master's degree in any of the following disciplines: Project Management, Strategic Management, Economics, Statistics, Commerce, Business Management, Business Administration, Actuarial Science or equivalent qualification from a recognized institution.
  • A minimum period of eight (8) years relevant work with at least five (5) years' experience in a supervisory capacity.
  • Senior Management Course lasting not less than four (4) weeks from a recognized institution.
  • Certificate in Statistical Package for Social Sciences (SPSS) or any other relevant statistical package.
  • Certificate in Monitoring and Evaluation Course lasting not less than three (3) months from a recognized institution
  • Strong functionality with computers and software, particularly Microsoft Office Suite (e.g.: Access, Word, Excel, PowerPoint, Outlook) and any specialized Planning, Monitoring & Evaluation software.
