The Director of Finance & Administration is responsible for leadership and oversight to the finance, accounting, infrastructure development, procurement, administration & logistics functions.

He or she plays a critical role in partnering with the Chief Executive Officer in strategic leadership and management, financial planning, decision-making and operations of the organization while ensuring that MOHI meets both internal standards and all the statutory requirements.

The Director of Finance & Administration is responsible for leadership and oversight to the finance, accounting, infrastructure development, procurement, administration & logistics functions.

He or she plays a critical role in partnering with the Chief Executive Officer in strategic leadership and management, financial planning, decision-making and operations of the organization while ensuring that MOHI meets both internal standards and all the statutory requirements.

Main Responsibilities

Finance & Accounting

  • Formulate and implement relevant finance policies and procedures and ensure proper operating systems.
  • Perform long-range financial planning and forecasting for the organization, develop business operation plans, and evaluate alternative courses of action while balancing short-term and long-term strategic objectives to maximize the financial performance of MOHI.
  • Oversee the operations of all financial transactions, revenue receiving, purchasing, accounts payable, petty cash etc.
  • Ensure maintenance of filing and record keeping systems that assure security of information and back-up disaster recovery in case of need.
  • Maintain professionalism and operate in line with local and International Accounting Standards and best practices, being sure to incorporate all updated guidelines.
  • Coordinate preparation of financial statements, budgets, reports and special analysis or presentation to the organization’s leadership for approval.
  • Monitor all approved budgets, approve spending and perform analyses and variance updates in relation to the budgeted figures.
  • Ensure that adequate internal control structures are in place to ensure high level controls, as well as effective support service.
  • Ensure that the organization complies with the legal, regulatory and audit requirements, including submitting accurate and timely relevant reports to relevant bodies as stipulated by law or agreements.
  • Oversee the external audit, review and analyze results and recommend approval of the audited financial statements. Prepare the audit file and ensure that any Management Letter issues are resolved.
  • Treasury management to maximize the organization’s liquidity and maintain optimum investments.
  • Management of funds in a manner that maximizes operational effectiveness and efficiency while minimizing risk.
  • Ensure that all control account reconciliations and bank reconciliations are carried out on a timely basis and reconciling items are resolved promptly.
  • In liaison with the Head of Human Resource ensure the accurate preparation of the payroll and remittance of statutory and other deductions to the relevant authorities.
  • Manage relationships with financial institutions, financial consultants, and government departments/agencies on issues relating to financial management.

    Procurement

  • Procurement policy formulation and implementation.
  • Approve all major procurements of goods and services.
  • Ensure a functional inventory system and proper stores management processes across MOHI.
  • Satisfactory management of creditors and suppliers.
  • Ensure that the organizations assets, equipment and facilities are safeguarded from financial loss and adequately insured.

    Assets and Infrastructure Projects

  • Develop policies that govern constructions projects and ensure implementation of the same.
  • Support the organization infrastructure development strategy aimed at providing affordable infrastructure.
  • Review and critique all design components of the projects undertaken by the organization including, but not limited to architectural, civil, structural, mechanical and electrical designs to ensure their completeness and practicability.
  • Ensure all statutory approvals are obtained and updated accordingly, and that all legal requirements and documentation is in order to
    avoid possible litigation and avoid conveyance delays.
  • Oversee all procurement matters relating to projects including but not limited to management of the tender process, appointment of contractors, subcontractors and management of client supplied items to ensure quality delivery of the project on time and within budget.
  • Ensure all requisite project funding is secured and monitor utilization of funds to ensure that projects are completed within budget.
  • Ensure repairs and maintenance of facilities, buildings, equipment and grounds.

    Administration & Logistics

  • Administrative policy formulation and enforcement
  • Consolidate and update the fixed assets registers and ensure that records are up to date and reflect actual physical assets in Missions of Hope International.
  • Transport and fleet management system.
  • Oversee the Customer Service and main reception desk.
  • Administration Budgeting and Control.
  • Oversee the engagement and Management of relationships with tenants and landlords.
  • Oversee the Acquisition and Management of Facilities and Equipment for the organization.
  • Ensure the maintenance of property insurance register and the updating of new equipment and property into the current insurance policy.
  • Oversee the liaison with various government bodies and other stakeholders on administrative matters.
  • Oversee processing work permits and other immigration requirements

    Security

  • Formulate and implement security and safety policies for the organization.
  • Manage the contract with outsourced security service provider.
  • Ensure the enforcement of procedural rules and regulations to ensure the personal safety of staff, students, visitors, and property.
  • Ensure security installations are put in place for all MOHI Centres.
  • Liaison with government agencies for addressing any security concerns.
  • Manage finance & administration department operations and supervise, evaluate and develop the department’s staff.

    The Director of Finance & Administration assumes other responsibilities as assigned by the CEO.

    Qualifications and Experience

  • Masters degree in commerce or business related studies together with professional qualifications in CPA (K)/ ACCA.
  • Twelve (12) years relevant experience, five (5) of which should be in in senior management position.
  • Member of ICPAK/ ACCA or a recognized accounting professional body.
  • Advanced knowledge of Kenya’s accounting and taxation laws. Thorough knowledge of donor rules and regulations, and current international standards and guidelines.

  • Demonstrated ability to develop and implement strategic plans.
  • Ability to communicate, negotiate, advice, persuade, or resolve issues that are highly complex and sensitive in nature.
  • Ability to communicate effectively with persons on all levels both inside and outside the organization.
  • High integrity, good judgment and decision making skills.
  • Strong operational, supervisory and leadership skills
  • Ability to manage multiple assignments under tight deadlines.
  • Excellent computer proficiency and practical knowledge of accounting software.
