Job Description

Background

Save the Children international is the world’s leading independent organization for children, delivering programs and improving children’s lives in about 120 countries worldwide.

Save the Children mission is to fight for children's rights and deliver immediate and lasting improvement to their lives worldwide. In Ethiopia Save the Children has been operating since 1973 providing both relief and development programs.

It has operational presence almost in all the regions of the country implementing Programs in different thematic areas such as Resilience and Livelihoods, Health and HIV/AIDS, Education, Child Rights and Governance,

LI-WAY is a five-year programme implemented by a consortium of partners composed of SNV Netherlands Development Organisation (lead), Mercy Corps, Techno Serve and Save the Children with the financial support from Swedish International Development Cooperation Agency (SIDA).

The overall objective of the programme is to contribute to sustainable poverty reduction, improved gender relations and social stability in Addis Ababa. And the specific objective is to increase incomes of 200,000 poor people (50% women and 75% youth) through increased access to wage and/or self-employment opportunities.

The programme uses Making Markets Work for the Poor (M4P) approach to guide the design and implementation of its interventions.

Currently LI-WAY identified four sectors which are implemented by each consortium partners. Accordingly, SNV leads on Micro Enterprise (ME), Mercy Corps leads on Labour Market, Techno Serve leads on Growth Sector and Save the Children leads on skill development Market Sector.

Recently, Save the Children International has entered in to agreement and started working with four TVET partners (The partners are from private, civil society organization and public TVET colleges).

With the partners, Save the Children International (SCI) agreed to pilot deliverables under various work streams which have their own learning outcomes. Now, Save the Children under LI-WAY program would like to outsource research service that follow up, assess and produce learnings on each TVET post graduate start-up support package.

The overall objective of this amendment agreement is to create joint accountability mechanism that indicates the collaboration of Save the Children and the implementation partners/ Misrak polytechnic college and Kirkos manufacturing College for implementing.

Job Requirements

Eligibility criteria for the
selection of the consultant

With the support of Save the children LI-WAY programme, Kirkos manufacturing college and Misrak polytechnic colleges in Addis Ababa will hire a consultant (team of consultants) with a strong record in conducting study in TVETs, knowledge of trainers’ skill development, and strong communication skills.

The consultant should have:

  • Masters’ degree qualification or above in capacity building, educational psychology, educational planning or relevant qualifications with strong research experience in education particularly with TVETs
  • Strong background and expertise in research relevant to trainers’ capacity development
  • Committed to deadlines
  • Ability to guide and write concise, readable and analytical reports and understanding of TVET policies and strategies in Ethiopia.
  • Excellent writing and verbal communication skills in English.
  • The company should demonstrate capacity in the planning and logistics for organizing survey of similar scale
  • The company should also demonstrate the availability of a network of personnel for data collection and data entry
  • The consultant should propose a team leader with at least five years’ research experience and knowledge of the research methods and survey methodology
  • The Consultant should guide at least one team member with excellent knowledge of SPSS, STATA, or other statistic software and experience in coding, entering and processing of the data.

    Eligibility criteria.

  • Consultancy firm with a minimum of five years’ similar research study experience
    Lead consultant with a minimum of post-graduation degree in educational psychology, dedicational planning, Educational Research and related fields.
  • Inn-depth knowledge of TVET policy and strategy of the country w ll be a plus point
    Previous similar research experience will be an added point.

    Interested applicants must submit the following documentation:

    1. Some comprehensive curriculum vitae;

    2. A detailed implementation plan/ technical proposal in accordance with the scope of work, expected outputs and deliverables provided for herein.

    3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.

    The submitted plan will be evaluated in terms of the quality of complete coverage of all aspects of the terms of reference, timeliness in relation to research, analysis and production of a draft report as well as compliance with qualifications as provided for herein.
