Qualifications and Requirements:

For appointment to this grade, one must have: -

served for a minimum period of fifteen (15) years, and currently serving at the grade of Assistant Director, Estates Management, CSG ‘7’and above or in a comparable and relevant position in the wider public service or private sector;

a Bachelors degree in any of the following disciplines: Housing Administration, Architecture, Land Economics, Urban/Regional Planning, Property Management and Valuation, Facilities Management, Business Administration, Structural/Civil/Building/Electrical/Mechanical Engineering or equivalent and relevant qualification from a university recognized in Kenya;

a Masters degree in any of the following disciplines: Housing Administration, Architecture, Land Economics, Urban/Regional Planning, Property Management and Valuation, Facilities Management, Business Administration, Structural/Civil/Building/Electrical/Mechanical Engineering or equivalent and relevant qualification from a university recognized in Kenya;

registered by a relevant and recognized professional body (where applicable);

demonstrated high degree of professional competence, administrative capabilities and initiative in general organization and management; and

ability to articulate, interpret and implement national and international policies and development goals

Responsibilities:

Duties and Responsibilities

An officer at this level will head the Estate Management Department and will be responsible to the Principal Secretary.

Duties and responsibilities at this level will include:-

initiating and developing appropriate Estate Management Policies, programmes and strategies necessary for achieving departmental goals and objectives;

authorizing renovation and maintenance programme and construction development projects;

providing direction on leasing and housing administration;

re-development of the old government estates;

management of financial resources and government estates; and

ensuring effective utilization of staff and their development
