The Government of the Republic of Uganda has received financing from the Gavi towards the cost of the Health Systems Strengthening and immunization strengthening (HSS II) in Uganda.

The Permanent Secretary, Ministry of Health, wishes to invite suitably qualified Ugandan citizens (candidates) to fill the positions of Grants Coordinator and Project Accountant at the Uganda National Expanded Programme on Immunization Unit Secretariat.

Job purpose

  • He/She will be responsible for all aspects of project financial management, administration, accounting and reporting for the grant.
  • He/She will work closely with the Fiduciary Management Agent in the execution of his duties and responsibilities..

    Duties and Responsibilities

    The Project Accountant will take operational responsibility for the following duties:

  • Responsible for developing of financial budgets for donor funded programs based on work plans and proposals. Monitor budgets, prepare budgetary reports and lead in the preparation of reprogrammed budgets, if required;
  • Ensure Donor budgets are incorporated in the Government of Uganda Budget and adequate warrants and cash limits are available to the Program to continue operating;
  • Ensure that 100% of the financial transactions are within the GoU budget and donor approved work plans and budgets. The Project accountant should seek approval from the donors for any payments outside the approved budget;
  • Ensure that approved payment requisitions are processed within 15 days. Ensure all payment transactions/requisitions are properly coded to enable accurate posting into IFMIS;
  • Ensure accurate and timely recording of all financial transactions in the Integrated Financial Management System (IFMIS) and maintenance of other records;
  • Ensure that all financial transactions are adequately supported and establish an effective filing system to provide an effective audit trail;
  • Maintain an updated advance ledger using the IFMIS;
  • Prepare and submit periodic financial reports at the following intervals: monthly (by 15th of the subsequent month), quarterly (30 days after the end of the quarter) and annual financial reports (30 days after the end of the year). The reports should include: Statement of Income and
  • Expenditure, Budget to Actual analysis, Fund accountability statement, Aging analysis of advances, Bank reconciliation statements and other relevant financial reports;
  • Make adequate preparation and facilitate; bi annual internal audits, annual external audits, Donor audits and any other audit reviews by preparing timely reports and providing all the required information.
  • Ensure timely implementation of all audit recommendations related to accounting and finance;
  • Ensure timely and full compliance with all statutory obligations including taxes and NSSF. Monitor transactions to ensure that all taxes, customs and duties are not paid using grant funds;
  • Operate the E-cash module
    and prepare timely reconciliations indicating; cash loaded, payments made and outstanding balances;
  • Maintaining the Project’s expenditure commitment register and update the register regularly;
  • Prepare quarterly cash forecasts and ensure that the Program has adequate cash resources to implement planned activities.; and
  • Preparing the payroll for the Project staff and ensuring that all statutory deductions are made and remitted to the statutory authorities on time.

    Academic Qualifications

    Possession of a Honors Bachelor’s degree in any of the following fields:

  • Commerce (Accounting), Finance, Business Administration (Accounting) or any other related field majoring in Accounting;
  • A registered member of the Institute of Certified Public Accountants of Uganda (Accountants Act Section 34 (2)); and
  • A Post Graduate Diploma or a higher qualification in the relevant field above will be an added advantage.

    Competences and other Requirements
  • Knowledge of the GOU laws, procedures, rules and regulations.
  • Experience in Financial Management in the public sector or donor funded environments.
  • Integrity and ethical conduct; well-developed organization, planning, interpersonal and communication skills.
  • Strong skills including: use of automated financial management systems, spread sheets, word processing and presentation skills.
  • Experience in the use of IFMIS will be an added advantage.

    Working experience:
  • A minimum of seven (7) years’ experience in the field of accounting /finance in: Donor funded projects/programs and public sector.
  • Experience in the health sector will be an added advantage.
