The Government of the Republic of Uganda has received financing from the Gavi towards the cost of the Health Systems Strengthening and immunization strengthening (HSS II) in Uganda.

The Permanent Secretary, Ministry of Health, wishes to invite suitably qualified Ugandan citizens (candidates) to fill the positions of Grants Coordinator and Project Accountant at the Uganda National Expanded Programme on Immunization Unit Secretariat.

Job purpose:

To provide coordination of all grant activities among all the key stakeholders. The incumbent will coordinate: project planning & budgeting, project implementation, monitoring & evaluation, and financial & program reporting.

He/She will ensure that all activities are implemented on time and that all grant funds are 100% absorbed.

He/She will coordinate sub -grantees and ensure that Governance structures are working effectively.

Duties

The Grant Coordinator will take responsibility for the following duties:

  • Ensure the timely preparation and approval of the; UNEPI annual work plan, donor work plans and Budgets. Ensure that donor grant budgets are captured in the GoU/MoH annual budget;
  • Provide effective leadership for execution of the annual work plan in a timely manner; delivering high performance outcomes in line with approved activity work plans and budgets; ensure 100% absorption of grant funds;
  • Work with the Project Accountant to ensure effective budget management, timely funds request, timely processing of requisitions of project activities, ensure timely preparation and submission of quarterly and annual financial and activity reports to MoH management, TCC, and Gavi;
  • Ensure that all Donor Grant Management and disbursement requirements and other donor requirements are addressed in a timely manner;
  • Develop and implement a sub grantee system that ensures; effective assessment and selection, monitoring, reporting and accountability of sub grantees;
  • Ensure accountabilities for funds granted to; Districts, staff, civil society and other implementing partners are accounted for within 90 days;
  • Perform the role of Secretariat for the Immunization Coordination Committee (ICC) and Technical Coordination Committee (TCC).
  • Ensure that; the meetings of these structures are held at the designated intervals, minutes and action points are documented, required information is provided to members at least 5 days before the meeting;
  • Work with the MoH Internal audit division, Office of the Auditor General, Gavi, and the FMA to prepare and execute audit plans in a timely manner.
  • Prepare an action plan and Coordinate the timely implementation of all audit and review recommendations;
  • Ensuring effective coordination with all UNEPI stakeholders;
  • Plan and coordinate support supervision and evaluation missions and ensure recommendations
    from these missions are implemented in a timely manner;
  • Work with the FMA and other agencies to strengthen Grant Management Capacity of UNEPI and other MoH departments;
  • Work with the Program Team to develop funding proposals; and
  • Work with the Program team to support the implementation of Programs funded by the Health Development Partners.

    Qualifications and Experience
  • University Degree in any field of Public Health or Management including; Medicine, Public health, Epidemiology, Monitoring and Evaluation, Finance, Business Administration, Project Planning and Pharmacy.
  • Advanced qualification in management and health related disciplines, would be an added advantage.

    Other Requirements

  • Knowledge of the GOU laws, procedures, rules and regulations;
  • Experience in Project Management and ability to work with and coordinate the activities of a range of public, private and development agencies, at community, district, national and international levels;
  • Leadership, managerial and planning skills preferably obtained in an organization operating in the field of Public Health or working with development partners;
  • Integrity and ethical conduct; well-developed interpersonal skills and communication skills;
  • Proficiency in use of: spread sheets, word processing and presentation skills.

    Working Experience
  • A minimum of Six (06) years working experience.
  • The candidate’s experience should include at least 3 years’ experience in implementing Public Health Programs and 3 years at leadership or managerial level.
