Objective of the Assignment
The Senior Wayleaves Officer will coordinate and provide oversight in securing consents from landowners leading to acquisition of right of way (Way leaves) for construction of electricity lines.


Scope of Work
The Senior Wayleaves Officer will coordinate the acquisition of required wayleaves under the EASP by undertaking the following:
  • Coordinate the development of the Resettlement Action Plan (RAP) and Valuation reports including RAP implementation for the required wayleaves or right of way under the Project;
  • Play a key role in investigations regarding any claims made to MEMD during the course of implementing the RAP;
  • Close liaison with OPM on issues of wayleaves and right of way within refugee settlements.
  • Guide on all matters and formalities relating to acquisition of land for wayleaves purpose and for projects.
  • Play a key role in negotiating and clearing difficult wayleaves cases where MEMD’s right to enter on land and erect lines meets opposition from owners.
  • Take lead in reviewing all the documentation pertaining to wayleaves matters on behalf of the EASP;
  • Serve power line construction notices and obtain consents from project affected persons for each project in a timely manner;
  • Compile accurate records of persons affected by rural electrification projects;
  • Act as liaison point between the project affected person, contractors and project managers with regard to wayleaves issues;
  • Manage Grievance Committee meetings and resolve disputes over wayleave rights during project implementation;
  • Play a key role in liaising with the Office of the Chief Government Valuer to secure approvals of valuation reports in respect of compensation assessments for persons affected by rural electrification projects;
  • To regularly sensitize the population about wayleaves;
  • Carry out any other duties as assigned by the Project Manager provided these duties contribute to achieving the development objectives of the EASP project.


    Person Specifications
    Qualification:
  • Bachelor’s Degree in land surveying/ Statistics/Economics/ Property Valuation/ Social Sciences from a recognized university;
  • Master’s Degree in the Land Economics/ Property Valuation/ Social Sciences/ an equivalent from a recognized University/Institution.


    Experience:
  • At least eight (8) years of professional relevant working experience in acquisition of way leaves for distribution of power lines, resettlement planning & implementation including community engagement and conflict resolution;
  • Demonstrated experience
    in World Bank best practices and/or guidelines and procedures on social safeguards of at least two energy projects financed by Multilateral/Development Financial Institutions such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent.

    Reporting Obligations
    The Senior Wayleaves Officer shall report to the Project Manager, EASP-PIU.


    Duration of the Assignment
    The assignment shall be for a period of three (3) years, renewable subject to satisfactory performance.


    Duty Station
    The Senior Wayleaves Officer shall be based in Kampala and stationed at the MEMD with frequent travel to the project implementation sites / areas for monitoring or as and when need arises.
