Objective of the Assignment
The Senior Electricity Productive Use Specialist will establish, facilitate and
manage the development of strategies, initiatives and activities that support
individuals and enterprises to utilize electricity for productive use, ultimately leading
to increased electricity demand and productivity.


Scope of Work
The scope of work will include but is not limited to the following:-
  • Facilitate the carrying out of baseline studies of the current use of electricity in the country and prepare a report that clearly identifies and characterizes the target population and articulates the potential and opportunities for increasing productive use of electricity in Uganda, including for refugees;
  • Take stock of recent global innovations in productive uses of standalone solar systems, specifically in the agriculture and SME sectors and advise on their applicability to the Ugandan local context;
  • Facilitate the development and implementation of productive use strategies and
    initiatives that have a significant impact on increasing electricity demand and achievement of the EASP targets;
  • Prepare work plans and budgets that are aligned to the electricity productive use strategies and submit them to MEMD management for consideration;
  • Prepare terms of reference for consultants that will be engaged under the project to undertake activities that aim to promote productive use of electricity and increase electricity demand;
  • Coordinate the efforts of the various actors involved in facilitating productive use of electricity, including electricity Service Providers, financial entities, NGOs, suppliers of quality equipment, etc;
  • Work with the Coordinator of energy access in RHDs to ensure appropriately adapted implementation of electricity within RHDs for productive use that includes refugees.
  • Work closely with the Database Specialist and support the development of a productive use database that will also be used to manage and monitor implementation of electricity productive use in the country;
  • Prepare and submit periodic monitoring and evaluation reports regarding utilization of electricity for productive use and report on progress made towards achieving the related project targets;
  • Facilitate independent productive use impact evaluations and prepare reports accordingly;
  • Raise awareness on options for using electricity beyond basic needs such as light, phone charging and TV/radio, highlight the economic and social benefits of productive uses and participate in and support publicity and mobilisation initiatives aimed at promoting productive use of electricity countrywide;
  • Conduct and/or facilitate training to entrepreneurs regarding productive use of electricity;
  • Provide and/or facilitate technical training workshops and coaching to assist entrepreneurs to make informed decisions on selection and purchase of equipment, operation of the new equipment and machineries and their basic
    maintenance;
  • Support enterprises to access new markets by helping to build and strengthen their positions in the value chains;
  • Create awareness about the financial products and funding mechanisms for productive use of electricity that are available in Uganda, and support enterprises to access finance to invest in the electrical equipment and machineries required for productive uses;
  • Engage with the Electricity Regulatory Authority on necessary regulatory actions to support increased productive use of electricity;
  • Engage with key stakeholders and relevant government agencies implementing the three phase connections and monitor the increase in electricity demand arising from the projects/initiatives being implemented;
  • Carry out any other duties that may be assigned by the Project Manager-PIU provided these duties contribute to achieving the development objectives of the EASP project.


    Person Specifications
    Qualifications
  • Bachelor’s Degree in Engineering/ Business Administration/ Economics/ Finance/ Entrepreneurship or related business studies from a recognized institution;
  • Master’s Degree in Engineering / Business Administration / Economics / Finance / Entrepreneurship or related business studies from a recognized University/Institution.


    Experience
  • At least eight (8) years of relevant professional experience in designing, planning, managing and implementation of productive use of electricity projects/initiatives/business development;
  • Excellent understanding of Uganda’s electricity sector and its linkages with the country’s productive capacity/economic development agenda;
  • Experience in conducting research surveys, managing data and statistics;

    Reporting Obligations
    The Senior Electricity Productive Use Specialist will report to the Project Manager PIU.


    Duration of the Assignment
    The assignment shall be for a period of three (3) years, renewable subject to satisfactory performance.

    Duty Station
    The Senior Electricity Productive Use Specialist shall be based in Kampala and stationed at the MEMD with frequent travel to the project implementation areas.
