Objective of the Assignment
The Procurement Specialist will support implementation and monitoring progress of the EASP by providing professional input on procurement aspects of the project to both the PCU and PIU.

Scope of Work
The scope of work will include but is not limited to the following:-

  • Consolidate and update the Procurement Plans in consultation with the Project Coordination Manager, PCU and technical teams for all goods and services to be procured under the project. The procurement plans will detail contract packages for goods and services, estimated cost for each package, procurement or selection methods and tentative processing time of each procurement activity in compliance with the Financing Agreement and the applicable regulations;
  • Prepare procurement documents under the PCU. e.g. REOI, ToR, Invitation for Tenders, RFP, bidding documents etc. for all contracts under the PCU in accordance with the applicable procurement guidelines of the World Bank
    and GoU;
  • Support the MEMD and UECCC Project implementation units while procuring goods and services;
  • Organize clarification meetings, pre-proposal meetings and assist in the opening of bids / proposals and prepare minutes under the PCU;
  • Submission of requests for approval to the MEMD’s Contracts Committee through the Head Procurement and Disposal Division, MEMD;
  • Carry out all activities related to contract preparations including negotiations, signing, publishing contract award notice and contracts monitoring;
  • Ensure the proper filing of records for all procurements is in place;
  • Guide and assist in the handling of procurements related complaints / grievances under EASP;
  • Prepare consolidated EASP monthly, quarterly, annual and other periodic procurement progress reports, work plans and budgets highlighting among others the progress of processing various contracts, constraints met and
    any other issues that require Management attention and ensure submission to appropriate authorities (MoFPED, PPDA, and World Bank);
  • Perform any other appropriate/relevant tasks assigned to support the procurement functions under the MEMD, PCU as may be assigned by the Project Coordination Manager provided these duties contribute to achieving the development objectives of the EASP project.;


    Person Specifications
    Qualifications
  • Bachelor’s Degree in Procurement and Logistics/ Business Administration/ Economics/Commerce/ Engineering/ Law from a recognized University/Institution
  • Master’s Degree in Procurement/ Economics/ Business Administration/ Project Planning and Management from a recognized University/Institution
  • Full professional qualification from CIPS.


    Experience
  • At least eight (8) years’ professional experience in procurement, four (4) of which must have been attained working at a senior level on projects
    funded by World Bank or other Multilateral Development Banks;
  • Working knowledge of PPDA Law and Regulations, and World Bank or other Multilateral Development Bank procurement regulations;
  • Experience in handling high value contracts (minimum cumulative value of US$50million across multiple projects), works, goods and services that require International competitive bidding under World Bank or Multilateral Development Banks procurement regulations.

    Reporting Obligations
    The Procurement Specialist shall operationally report to the EASP Project Coordination Manager/PCU and work closely with the MEMD-PDU.


    Duration of the Assignment
    The assignment shall be for a period of three (3) years, renewable subject to satisfactory performance.


    Duty Station
    The Procurement Specialist shall be based in Kampala and stationed at the MEMD with occasional travel to the project implementation sites / areas for monitoring or as and when need arises.
