Objective of the Assignment
The Procurement Officer will effectively support the procurement of goods, services, and civil works under the EASP project in accordance with GoU and World Bank procedures and guidelines.


Scope of Work
The Procurement Officer will support the procurement specialist in carrying out the
  • Prepare, review, adjust (where applicable) and monitor the implementation of procurement plans;
  • Prepare bidding documents for acquisition of goods, works and non consulting services, and the REOI and RFP for consulting services;
  • Prepare Local Purchase Orders (LPO) using integrated financial management system (IFMS);
  • Meetings providing clarifications, coordinating the Receipt of bids/proposals, leading and participating in the opening of bids/proposals/expressions of interest;
  • Participate in evaluation of expression of Interest, Quotations, bids and
    Proposals;
  • Prepare draft contracts for review;
  • Track the expiry dates of contracts as well as their advance payment and performance guarantees and ensuring that these are extended timely and at least one month before expiry;
  • Maintain complete procurement files and records including all correspondence related to procurement activities;
  • Prepare monthly, quarterly and annual procurement progress reports;
  • Prepare and update the Procurement/Contract Register;
  • Report immediately any noted fraud and corruption or governance issues with procurement or other staff, bidders and consultants;
  • Any other duties that may be assigned by the Procurement Specialist-PIU provided these duties contribute to achieving the development objectives of the EASP project.


    Person Specifications
    Qualifications
  • Bachelor’s Degree in Procurement and Logistics/ Business Administration/ Economics/Commerce/ Engineering/ Law from a recognized University/Institution
  • Full professional qualification from CIPS.


    Experience
  • At least five (5) years of experience in procurement in Public and Private sector with at least three (3) years working on projects funded by the World Bank or other Multilateral Development Banks;
  • Demonstrable experience in managing large-scale works, good, and services contracts;
  • Knowledge of World Bank or Multilateral Development Banks procurement Regulations/guidelines;
  • Working knowledge and proficiency in PPDA Law and Regulations

    Reporting Arrangements
    The Procurement Officer shall report to the Procurement Specialist-PIU.


    Duration of the Assignment
    The assignment shall be for a period of three (3) years, renewable subject to satisfactory performance.


    Duty Station
    The Procurement Officer shall be based in Kampala and stationed at the MEMD occasional travel to the project implementation sites / areas for monitoring or as and when need arises.
