Objective of the Assignment
The primary responsibility of the Grid Expansion Manager will be to provide oversight management for electricity grid expansion planning, design, procurement, and construction supervision (including defects liability period) of the EASP project.

Scope of Work
The scope of work will include but is not limited to the following:-
  • Manage development of grid extension projects under the EASP to ensure timely, cost-effective, and quality construction works.
  • Supervise preparation and delivery of technical design reports, bidding documents for material suppliers and line installation contractors, request for proposals, terms of reference, social and environmental safeguard reports, project implementation plans, etc., to ensure the delivery of technically sound, complete, and timely submissions in accordance with World Bank’s requirements.
  • Manage the delivery, storage, local distribution, and reconciliation of materials for network strengthening and expansion by the Material Logistics Service Provider who will be engaged by MEMD under the
    project.
  • Work with the Coordinator of energy access in RHDs to ensure appropriately adapted implementation of grid expansion within RHDs.
  • Generate and monitor the implementation of the annual work plans in line with the key project indicators.
  • Supervise the preparation of monthly, quarterly and annual reports on activities undertaken under the EASP grid extension and strengthening component highlighting key challenges and remedial plans, assessing
  • Continuously review and assess the performance of the EASP implementation and make recommendations that facilitate project completion within time and cost.
  • Put in place a risk management plan and keep it updated regularly whereby risks are identified, assessed, responsible actors informed, responded to and reports prepared on time to avoid project delays.
  • Undertake regular inspection of site records and other relevant contractors’ documentation well kept, contractors’ performance documented, making recommendations and corrective actions.
  • Ensure construction activities are carried out in a safe, secure and healthy environment as required under the project.
  • Ensure that SPs, IVAs and other stakeholders comply with relevant environmental and social safeguards, fiduciary and other project requirements.
  • Facilitate engagement of key stakeholders during implementation stages of the project, supporting cross-sectoral strategic linkages to ensure smooth project execution.
  • Monitor and ensure the performance of consultants and contractors hired under the project is in line with their contractual requirements and terms of reference.
  • Review payment certificates and consultancy fee notes to ensure they are aligned with project delivery schedule and milestones before they are submitted for payments and ensure timely payments of contractors’
    invoices and consultancy fee notes.
  • Develop a comprehensive project implementation plan to facilitate effective engagement with contractors, monthly management review meetings, and other project management stakeholders to ensure progress remains on track.
  • Monitor the performance of staff under the Grid Expansion Unit of the project, respond to immediate staff needs to remove impediments to project implementation, and maintain a dedicated team.
  • Carry out any other duties as assigned by the Project Manager provided these duties contribute to
    achieving the development objectives of the EASP project.


    Person Specifications
    Qualifications
  • Bachelor of Science Degree in Engineering (Electrical/ Power Systems) from a recognized University/Institution
  • Master’s Degree in one of the following fields: Electrical Engineering, Power Systems/Power Economics, Renewable Energy, Energy Systems, Project Planning & Management, Business Administration from a recognized University/Institution
  • Registration with Engineers Registration Board.


    Experience
  • At least ten (10) years of relevant professional experience, five (5) of which must have been at senior level in project implementation and management position(s) related to the design and construction of electricity distribution or transmission infrastructure projects, including substations.
  • Specific experience in managing the implementation of large-scale projects (minimum cumulative value of US$ 50 million across multiple projects) in power supply / grid expansion related works financed by Development Financial Institutions such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent will be an added advantage.

    Duration of the Assignment
    The assignment shall be for an initial period of three (3) years, renewable subject to satisfactory performance.

    Appointment and Reporting Obligations
    The Grid Expansion Manager will report to the Project Manager-PIU.

    Duty Station
    The Grid Expansion Manager will be based in the offices of the Ministry of Energy and Mineral Development, Kampala, Uganda, with travels to project implementation areas/sites for monitoring or as and when the need arises.
