Objective of the Assignment
The primary responsibility of the Environmental Specialist under the PIU will be to coordinate and provide technical supervision, monitor and report on Environment safeguards in line with the national laws and in conformity with the Environment Safeguard guidelines of the World Bank and international best practices under the project.


Scope of Work
The scope of work will include but is not limited to the following:-
  • Supervise and monitor the development of the Terms of Reference (TORs) for Environmental Assessments, including but not limited to Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Environmental Audits for EASP.
  • Supervise and undertake technical review of Environmental and Social Impact Assessments (ESIAs), Environmental Audits and development of Environmental and Social Management Plans (ESMPs) by Consultants, and Contractors, and follow-up on timely acquisition of any relevant Statutory Approvals.
  • Provide guidance on;
    .Implementation of project mitigation measures,
    .Environmental monitoring and supervision of project works,
    .Development of Environment, Health and Safety (EHS) monitoring checklists and monitoring indicators,
    .Compilation of periodic (weekly, monthly, quarterly, annual) progress reports, to ensure compliance with relevant environmental requirements and ensure their appropriate implementation in refugee settlements in liaison with refugee stakeholders (OPM, UNCHR and INGOs).
  • Monitor regular environmental safeguards capacity development of Consultants, and Contractors during project implementation, including conduct of project awareness, communication and sensitization activities;
  • Monitor the implementation of ecosystem (forests, wetlands) restoration activities as may be triggered by the project, including development of biological offsets where necessary, in collaboration with the National Forestry
    Authority, Ministry of Water and Environment and the respective Local Governments.
  • Conduct inspections to ascertain that relevant Permits are obtained as and when required during project implementation, including but not limited to Wetlands Use Permits, Forest Permits, Registration of Work-Place (for Camps), Heavy Equipment Certification, Waste Handling Permits, etc;
  • Carry out any other duties as assigned by the Project Manager (PM) provided these duties contribute to achieving the development objectives of the EASP project.


    Person Specifications
    Qualifications
  • Bachelor’s Degree in Environmental (Engineering/Management/Sciences)/ Natural Resources Management/ Conservation Biology from a recognized University/Institution.
  • Master’s Degree in Environmental (Engineering/Management/Sciences)/ Natural Resources Management/ Public Administration from a recognized University/Institution.
  • Registration with NEMA as a Certified Environmental Practitioner.


    Experience
  • At least eight (8) years of relevant professional experience in Environment Management, four (4) of which must have been at a senior level in government or a reputable organisation.
  • At least four (4) years of relevant
    experience in the implementation of large scale projects in regard to Environment related work financed by Multilateral/Development Financial Institutions such as the World Bank,
    ADB, AFD, KfW, China Exim Bank or equivalent.
  • Demonstrated knowledge with the institutional and legislative framework for Environmental Management in Uganda, including policies, laws, regulations, and guidelines.
  • Demonstrated experience and skills in undertaking environmental and social assessments, including screening, scoping, risk assessment, developing plans and supporting action plan implementation, monitoring
    and reporting.

    Duration of the Assignment
    The Environmental Specialist shall undertake the assignment on a full-time, EASP project-exclusive basis for a period of three (3) years renewable subject to satisfactory performance.


    Reporting Obligations
    The Environmental Specialist will report to the EASP Project Manager/PIU.


    Duty Station
    The Environmental Specialist will be based in the offices of the Ministry of Energy and Mineral Development, Kampala, Uganda, with travels to project implementation areas / sites as and when the need arises.
