The Government of Kenya has received a Project Preparation Advance from the World Bank towards the Kenya Marine Fisheries and Socio-Economic Development (KEMFSED) Project, and intends to apply part of the proceeds for this consulting service.

The consulting services ("the Services") include:

Brief description:

As a background, the KEMFSED project has an overall goal to enhance economic benefits and coastal livelihoods from marine fisheries and coastal aquaculture while safeguard associated ecosystems' integrity.

The five coastal counties proposed to be targeted under this 5-year project include- Kwale, Mombasa Kilifi, Tana Rivet and Lamu.

The emplementing agency will be the SDFA-BE on behalf of the Government of Kenya

Objective

The objective of this consultancy is to develop a Project Grants Manual that describes in a practical way grant disbursement procedures and condition for undertaking community sub-projects in an inclusive and participatory manner hence providing a comprehensive sub-project cycle that will guide the implementation of sub component 3.1. Enhanced Coastal Community Livelihoods (ECCL) in the project.

It will specifically guide users in the implementation of sub-projects funded under this Protect.

It will define the criteria for qualification and describe all the stages that the communities must follow in order to fully and effectively benefit from their investments.

Scope of Work

Scope of work will Include among-st others; a clear elaboration on the planning design, evaluation and implementation of the grants system (sub-project implementation approach), community project monitoring/ evaluation/ reporting and timberline, exclusions, ECCL target groups and their selection criteria, approach for community mobilization and sensitization, as well as GIG or CBO formation, guidance on the mechanism that the project needs to adopt to ensure that the vulnerable and marginalized groups (VMC6) can participate in and benefit from protect activities.

Training requirements for project officers, service provided and the communities, procedures and guidelines on crosscutting Issues such as exh strategy, sustain-ability mechanism, post-conflict management and resolution mechanism, critical risks and mitigation firiessises, partnership arrangement, complaint handling mechanism/ grievance redress system, preparation of draft TOR for recruitment of service providers (Technical Assistant; (TA)) (Annex to Manual), Grant amounts (by C14 C00 and/or individual beneficiary), specific provision for implementation of sub-projects within out-grower schemes ( Please refer to the full scope in the TOR)

Estimated level of effort

The assignment should commence immediately upon contract signing, and is expected to be completed within 16 weeks.

    Requirements
  • The Ministry, through the SOF-BE, now invites eligible individuals ('Consultants') to indicate their interest in providing the Services.
  • Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
  • He/She should be a graduate in biological or social sciences with at least 15 years experience of which over 10 years experience MI be in the fields of participatory process and
  • Be conversant with implementation of community sub-projects;
  • Experience in participatory processes, gender monitoring and evaluation group dynamics, predominant livelihoods within the project area
  • Experience with livelihoods programs associated with fisheries, livestock and agriculture, prior experience in drafting project manuals will be an added advantage,
  • Comprehend and speak Swahili (Refer to TORs for more requirements)

  • Expression of Interest will be evaluated at this stage and those who qualify will be invited to submit their financial proposal.
