Project Background

  • Launched in February 2019, the USAID funded Feteh (Justice) Activity in Ethiopia provides flexible, rapid technical assistance response to its Ethiopian partners in the process of legal and judicial reform.

  • Feteh’s partners include the Federal and Regional Attorney General’s Offices; the Federal and Regional Supreme Courts; the House of Peoples’ Representatives; constitutionally mandated democratic and human rights institutions such as the Ethiopian Human Rights Commission, the Ethiopian Institution of the Ombudsman and the Public Defender’s Office; civil society organizations, legal and academic institutions, and the media.

    Duties and Responsibilities

  • The IT Specialist (thereafter the “Employee”) will undertake work in Addis Ababa, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to Millennium DPI’s contract with the United States Agency for International Development (USAID).

    Under the direct supervision of the Administration Manager (AM) and reporting jointly to the Administration and Finance Director (FAD) and AM, the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI:

  • Maintain and improve Feteh’s technical systems to ensure that all employees and consultants have the information technology (IT) they need to complete their work and that the Activity’s files and information remain safe and intact;

  • Ensure that the server and equipment of the project office are permanently working and with good maintenance;

  • Provide technical support for the data base management;

  • Provide maintenance of local network and Internet connections and modifications if needed;

  • Advise for maintenance of existing and needed IT equipment, hardware and software;

  • Install and make a review of software and memories, as appropriate;

  • Install and monitor back-up equipment on daily / weekly basis;

  • Review of cabling if needed;

  • Ensure that technical requirements are aligned with program plans in order to assure that needed support is provided at the right time and place;

  • Manage information systems;

  • Ensure technical support to the technical teams in their needs in IT equipment’s and software procurement.

  • Analyze and advise the management team
    on any technical aspects of partner’s needs and requests;

  • Proceed to market research to support procurement team in the IT equipment procurement process;

  • Provide technical analysis reports on IT equipment and IT suppliers;

  • Provide support in the computerization process of the judiciary and other stakeholders;

  • Maintain equipment of the IT infrastructure;

  • Manage and follow up safeguards of the computerized data;

  • Train internal and external users in IT equipment and software use;

  • In charge of the office telephone network maintenance;

  • Implement security measures and electronic equipment maintenance;

  • Monitor security certificates and Feteh’s compliance with security requirements;

  • Review diagnostics and assess the functionality and efficiency of systems;

  • Provide technical support to Feteh staff and troubleshoot computer problems;

  • Install and update company software and hardware as needed;

  • Anticipate and report the cost of replacing or updating computer items;

  • Frequently evaluating Feteh’s IT systems to ensure they meet the necessary demands;

  • Supporting the day-to-day operations of Feteh’s IT environment;

  • Perform other duties as assigned by the AM or FAD.

    Job Requirements

  • Bachelor’s degree in computer science
    Industry certification (MCSE) or any other relevant IT certification.

  • At least 5 years of progressive work experience in IT service, with at least 2 years of specialized development project experience.

  • Proven track record of maintaining IT structural integrity.

  • Excellent knowledge of relevant operating systems and software (G Suite, MS Office, etc.).

  • Effective written and verbal communication skills

  • Knowledge of hardware technology and concepts

  • Ability to effectively communicate with stakeholders from different levels and backgrounds

  • Language Skills: Fluency in spoken and written English and Amharic.
