Project Background

  • Launched in February 2019, the USAID funded Feteh (Justice) Activity in Ethiopia provides flexible, rapid technical assistance response to its Ethiopian partners in the process of legal and judicial reform.

  • Feteh’s partners include the Federal and Regional Attorney General’s Offices; the Federal and Regional Supreme Courts; the House of Peoples’ Representatives; constitutionally mandated democratic and human rights institutions such as the Ethiopian Human Rights Commission, the Ethiopian Institution of the Ombudsman and the Public Defender’s Office; civil society organizations, legal and academic institutions, and the media.

    Specific Tasks and Responsibilities

  • The Grant and Contract Specialist (thereafter the “Employee”) will undertake work in Addis Ababa, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to Millennium DPI’s contract with the United States Agency for International Development (USAID).

  • Under the direct supervision of the Procurement and Grants Manager, and reporting jointly to the Civil Society and Program Support Team Leader and Finance and Administration Director (FAD), the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI

  • Assist in the development, updating and implementation of Feteh’s grant management policies and procedures in compliance with USAID rules and regulations;

  • Monitor and track ongoing grants and subcontracts from commencement to close-out to ensure quality and timely submission of contractual deliverables;

  • Assist the Procurement and Grants Manager on grant and subcontract implementation and provide input for financial forecasts;

  • Ensure regular updates and maintenance of grant files, including the grant management checklist;

  • Support grants’ accounting functions, ensuring adherence to USAID reporting requirements;

  • Ensure that all grants are complete and accurate, from a financial perspective, in advance of grant closure; actively participate in grant closure activities;

  • Coordinate tasks of grantees and subcontractors; ensure good quality of
    reports (progress and final) prior to USAID submission;

  • Advise Feteh staff on any issues related to grant and subcontract administration, management, close-out, and termination;

  • Draft grant approval requests, agreements, subcontracts and contractual amendments in compliance with Feteh and USAID rules and procedures;

  • Ensure that all contractual terms of grants and subcontracts (including reporting formats, timeline and supporting documentation) are complied with;

  • Monitor potential grant write offs/backs and foreign exchange losses/gains in liaison with the Finance Manager;

  • Ensure grant and subcontracts are audited as per the USAID rules and regulations and that
    key learning points are addressed;

  • Maintain detailed and organized grant and subcontract files;

  • Assist the Civil Society and Program Support Team Leader in the entire selection process of local organization(s) to implement grants and/or subcontracts, to ensure excellent outcomes and achievement of relevant aspects;

  • Perform other tasks as instructed by the Procurement and Grants Manager, Civil Society and Program Support Team Leader and/or FAD.

    Job Requirements

  • BSc/BA or MBA/MA in procurement, business, finance, or related field.

  • Minimum of five (5) years’ previous work experience related to USAID-specific contract and grant follow up.

  • Excellent negotiation, problem-solving, and teamwork skills.

  • Strong analytical, interpersonal, and communication skills.

  • Flexible to travel to meet grantees and subcontractors as necessary.

  • High degree of organization, professionalism, integrity, trustworthiness and flexibility.

  • Ability to use discretion when working with confidential documents and information.

  • Highly skilled with relevant technology– MS products, Google Suite, etc.

  • Fluency in both written and spoken Amharic and English.
