Project Background

  • The Feteh (Justice) Activity in Ethiopia, implemented by Millennium DPI Partners (Millennium DPI) is a project funded by USAID/Ethiopia to provide flexible, rapid response technical assistance to the Attorney General’s Office (AGO), the Federal Supreme Court of Ethiopia (FSCE), appropriate committees in the House of People’s Representatives (HOPR), and/or other related rule of laws of actors in the process of legal and judicial reform.

  • This includes making grants/sub-contracts to civil society organizations (CSOs) and the media to ensure public input to the proposed changes to Ethiopia’s legal and judicial framework.

    Feteh’s primary objectives are to

  • Build the capacity of the AGO, its Advisory Council and legal drafting sub-committees, the FSCE, and other rule of law actors to adopt and implement legal and judicial reforms consistent with international human rights norms and the aspirations of the Ethiopian people.

  • Support the ability of CSOs and the media to engage the AGO and the FSCE on legal and judicial reforms.

  • Support the appropriate committees in the HOPR to ensure they gain sufficient capacity and know-how to approve the adoption of the legal reforms.

  • Support the FSCE to improve Ethiopia’s court management system.

    Specific Tasks and Responsibilities

  • The Administration Manager (thereafter the “Employee”) Employee will undertake work in Addis Ababa, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to Millennium DPI’s contract with the United States Agency for International Development (USAID).

    Under the direct supervision of the Finance and Administration Director (FAD) and reporting jointly to the Chief of Party (COP) and FAD, the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI:

  • Develop, review, and update administrative systems, policies and procedures for Feteh’s mainoffice in Addis Ababa and regional offices;
    Ensure safe, secure, and well-maintained facilities at Feteh’s main office in Addis Ababa and regional offices that meet environmental, health, and security standards.

  • Maintain and order necessary office equipment and supplies at Feteh’s main office in Addis Ababa and regional offices, as needed;

  • In liaison with the Procurement Manager, manage office service contracts and vendors to ensure timely and adequate service.

  • This includes payments for the Feteh’s main office in Addis Ababa, as well as the regional offices of the
    Activity, including but not limited to office utilities such as electricity and garbage control, fuel for generators, office rent, office security, telephone, internet, cell phone plans, monthly office supplies, cleaning, equipment maintenance services, office repairs, and other office services as necessary;

  • Always fill out and submit a requisition form to the Procurement Manager when a procurement is involved (e.g. purchase of office supplies, services for office repairs);

  • In coordination with the Procurement Manager, ensure the office inventory tracker is up to date (electronic and hard copy files to be maintained).

  • Send quarterly and annual inventory report to Millennium DPI for review;

  • Identify and resolve any inventory discrepancies and ensure inventory and system records are in agreement;

  • Strategically plan and manage logistics, warehouse and transportation services;

  • Develop, update and implement security and safety policies, protocols and procedures for Feteh’s staff and equipment;

  • Develop risk management programs to ensure continuity of operations in emergency situations;
    Provide meaningful logistics data to Feteh’s management team to ensure cost improvements;

  • Ensure the smooth and adequate flow of information within Feteh to facilitate operations;

  • Ensuring office is stocked with necessary supplies and all equipment is working and properly maintained;

  • Planning, scheduling, and promoting office events, including meetings, conferences, interviews, orientations, and training sessions;
    In coordination with the FAD, define office space utilization and planning;

  • Ensure proper maintenance of office procedures and recordkeeping including filing and storage systems;

  • Supervise Admin Assistant(s), Logistics and Security Officer, Drivers and Cleaners;

  • Provide logistical support to Millennium DPI and international consultants for hotel reservations.

  • The Administration Manager will maintain contact with Millennium DPI to ensure USAID approvals and country visas are obtained for international visitors;

  • Performs other tasks as instructed by the FAD.

    Job Requirements

    Required Qualifications / Skills

  • BSc/BA or MBA in business administration or relative field.

  • Ten (10) years of experience performing administration work in an office setting.

  • 5+ years of experience working in logistics, warehouse, or transportation operations
    In-depth understanding of office management procedures and departmental and legal policies
    Team player with leadership skills.

  • Excellent communication and interpersonal skills

  • High degree of organization, professionalism, integrity, trustworthiness and flexibility.

  • Fluency in both written and spoken Amharic and English.

  • Technology-literate – PC skills, MS Word, Excel, PowerPoint, Internet
