Mercy Corps Consultant - Assessment of Socioeconomic Impact of the Kacheri-Lobalangit Road - Employment Opportunities in Uganda


Consultant Objective

  • The objective of this impact assessment is to quantify and describe the socio-economic impact of the construction of the road connecting Kacheri Sub-county of Kotido District and Lobalangit Sub-County of , Kaabong District, in Northern Karamoja. No baseline study was conducted before construction of the road. However, a mixed methods case study should be conducted to measure and report on:

  • Security (theft, raiding, mobility of women to move alone)
    Migration/settlements along the road and developments in Kacheri and Lobalangit
  • Health (improved access to health services, exposure to HIV)
    Economic Opportunity (Household incomes, employment, livelihood diversification, market access)

  • Road usage (people, vehicles, commodities including negative impacts from charcoal, waragi, etc.)
  • Access to education and/or exposure to new activities
    Prices of food/household items
  • Access to information/agricultural inputs
  • Access to food and water (including dietary diversity)
    Consultant Activities

  • The assessment team will perform a post-implementation project evaluation focusing on qualitative and quantitative data collection.

    Data should be gathered through the following means:

  • Key Informant Interviews: local government, community leaders, local businesses, transport service providers etc. Interviews should be semi-structured around topics based on the position and particular relevance of the person being interviewed
    Focus Group Discussions: community members, local market vendors etc. Discussions should be organized taking into consideration sex and age of the participants
  • Household survey: using recall methods attempt to quantify improvements
    in household food security (income, assets, healthcare, diet diversity, access to food and water etc.)
  • Local business survey: using recall methods attempt to quantify improvements for local market actors (income, access to markets, access to information etc.)
  • Traffic count: over a set period of time record who is traveling along the road, for what purpose, where are they traveling to etc.
  • All selected participants should be from within an agreed upon geographical radius of the road.
  • Site visits and observations
  • Qualitative data collection- Semi-structured stakeholder
  • interviews and focus groups with beneficiaries, stakeholders and key informants
  • Quantitative data collection- series of quantitative surveys targeting select target populations as well as broader
  • community level data collection.
    Facilitated meeting – a meeting to be held with MC and partner staff and stakeholders to reflect on program implementation, challenges and successes
