General Position Summary

  • Mercy Corps is seeking a dynamic individual for the role of Head of AgriFinance and Inclusion (HOAF) with proven experience in Agriculture Lending in the Financial Services or Development Sector in Uganda who can help drive forward NUTEC Financial Services, a complex and innovative program, ending in March 2022.

  • Reporting to the NUTEC Financial Services Team leader (TL), the HOAF will support the TL in delivering the technical aspects of the programme. Key areas will be in developing sustainable lending, increasing the program’s innovation, product enhancement, loan risk management and ultimately meeting contractual lending targets. The HOAF will serve as deputy team leader and play a key role in managing the risk management processes of the program including overseeing compliance to regulatory and donor requirements, maintaining the risk register as well as safe guarding.

    Essential Job Responsibilities

    Technical Delivery and Strategic support

  • Develop and implement an action plan for Agriculture Finance, with Innovative product enhancement and long term sustainability at the core.

  • Support the TL and portfolio associate in building and maintaining a strong pipeline of commercial investments.

  • Support the TL developing and executing effective portfolio risk management and mitigation mechanism.

  • Support the program working with the financial institution partner in implementation of innovative solutions for beneficiaries in Northern Uganda.

  • Support in incorporation of program thematic goals in areas such as climate mitigation and gender lens financing approaches.

  • Be able to quickly align strategy and vision and activities of the program in line with market dynamics.

    Partnership Management

  • Develop strong rapport and working environment with the financial institution partner.

  • Support research team related activities for MEL and communications

  • Support in developing program reports, both internal and external, with a high level of quality.

  • Support and lead the preparation of material and presentations to promote the programme.

    Program Support Operations:

  • Support development of intervention plans, activity plans, budgets, Scope of Work, for external resources identified and other necessary intervention management documents, as needed.

  • Work closely with the M&E Manager and team to ensure M&E systems are implemented according to the DCED and donor standards;

  • Ensure compliance to all Mercy Corps, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the program with limited supervision.

    Staff Engagement

  • The HOLS will be a key team player in helping execute the Annual Implementation plans for the program and who can represent the program in the TL’s absence

  • Although the position will not have direct reports, the candidate will serve as a role model, leading by example, building alignment and commitment with NUTEC team and the partner bank staff.

  • Be a collaborative member of the department Management Team, contribute and share expertise and input
    and foster a collegial environment.

  • Maintain a high standard of professional integrity, treat individuals fairly and respectively and be sensitive to differences across culture, nationalities and gender.

  • Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

    Security: Work closely with the country teams’ security focal points to develop and maintain systems that ensure the safety and security of the team in all aspects of its work. Ensure that programs are designed and implemented with a clear analysis and understanding of security management priorities.

    Representation: Conduct himself/herself both professionally and personally in such a manner as to bring positive recognition to Mercy Corps and to not endanger Mercy Corps’ humanitarian mission.

    Organizational Learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve – we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

    Qualification, Knowledge and Experience

  • Minimum of 10 years’ experience in the agrifinance or development sector in Uganda or the region

  • Bachelors or equivalent in Economics, Business, Agriculture, Agribusiness, Environment or a related field. MBA is an added advantage.

  • Demonstrated success in either Rural Finance, Agriculture Finance, or Innovative Finance.

  • Demonstrated experience of working with value chains and market systems development with the private, public or development sectors.

  • Working knowledge of donor funded programs and financial inclusion. Experience with MEL and learning activities will be a key advantage.

  • Hands on experience in developing, scaling and marketing innovative financial products will be a key advantage.

  • An individual with direct experience in one or more of the program thematic areas such as gender, climate mitigation, innovation, etc. will have an added advantage.

  • A dynamic, “outside-the-box” attitude is required, with proven ability to think and act creatively in challenging environments.

  • Effective verbal and written communication skills in English are required.

  • Multi-tasking, organizational, prioritization skills are necessary.
