Background:
Mercy Corps Uganda is implementing a five year USAID funded Activity named Apolou in the Eastern Districts of the Karamoja sub-region of Uganda.
The Activity operates in accordance with US Government environmental regulations and guidance, including Initial Environmental Examination (IEE), Environmental Status Reports (ESR), and Safe User Action Plan (SUAP), and EMMP (Environment Management and Mitigation Plan) among others.
The Activity is implemented in four Districts of Karamoja: Kotido, Kaabong, Moroto and Amudat. It covers programmatic areas including: crop production, agricultural input sales, livestock production, veterinary pharmaceuticals, construction of household latrines, construction of small market infrastructure, WASH infrastructure repair, storing of commodities among other areas.
The Activity has four strategic objectives:
Inclusive and effective governance contributes to food and nutrition security
Adolescent girls, Pregnant and Lactating Women, and Children under 5 are nutritionally secure
Adoption of improved WASH practices
Improved livelihoods and income support household food security
The Activity is required to monitor environmental compliance to USAID requirements through data collection for indicator tracking and on-site monitoring visits.
Additionally, the Activity must submit required reports and information to the USAID Mission and DC periodically throughout the Fiscal Year (1st Oct-30th Sept), this includes Environmental Status Reports, USAID field visits, Data Quality Audits etc.
Purpose / Project Description:
The purpose of this TOR is to provide services in support of the following:
Development of the annual Environmental Status Report; Train staff on USAID Environmental Compliance and Monitoring in line with approved deliverables (EMMP, SUAP etc.); On site monitoring of activities in the Karamoja sub-region; Revise and update USAID deliverables and monitoring plans in line with new or revised activities during FY2.
Consultant Objectives:
Conduct desk reviews and travel to Karamoja complete any required updates to the IEE
Periodically travel to Karamoja to follow-up on EMMP, WQAP, PMP and SUAP implementation
Conduct up to four environmental monitoring visits
Periodically develop, review and edit documents related
to environmental compliance deliverables

Timeframe / Schedule:
The contract will run from April 2019-April 2020
The Consultant will report to:
Apolou Activity Chief of Party
The Consultant will work closely with:
Quality and Partnerships Manager, MEL Advisor, MEL Team, and Field-based Program Staff
Costing and Disbursement:
Payment will be made based on the individuals’ daily rate. Submitted budgets should include estimated days of engagement plus any additional costs incurred (e.g. materials). Monitoring visits should allow for at least 3 active work days in Karamoja
Required Experience & Skills:
5-10 years of experience in Environmental Compliance
Experience of USAID environmental compliance, in particular with development food assistance initiatives
Experience of working in Uganda, in the Karamoja Sub-Region is an advantage
