    General Position Summary:

  • The Deputy Team Lead will be responsible for coordinating the delivery of community-level activities within Kenya. S/he will identify and engage with local partners to build their capacity to deliver community-based interventions to strengthen individual and community resilience to violence.
  • S/he will drive the community engagement strategy for Kenya, linking interventions undertaken by CBO partners to the overall strategic framework and theory of change of the program. The Deputy Team Lead will be a key member of the program management team, and will work with other technical sector leads to ensure that community-level interventions, government policies, and research are delivered in a complementary and mutually-reinforcing way to achieve maximum impact.

    Essential Job Functions:

    Strategy and Vision

  • Play a key role in developing the program strategy and direction by prioritizing and organizing actions and resources to achieve objectives.
  • Contribute to shaping the project’s research and influencing agenda, working with the Research and Advocacy Leads to integrate and advance research, learning and advocacy in order to deepen the contextual understanding of violent extremism drivers in Kenya and effective strategies to prevent the recruitment of vulnerable individuals into violent extremist organizations.
  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.

    Program Management

  • Provide leadership and strategic vision to the program team including work plan development, partnership selection and management, and stakeholder engagement.
  • Manage and oversee program activities in Kenya working in close collaboration with key project stakeholders, including local government officials, community-based organizations, researchers and other implementing agencies on the ground.
  • Lead in the structuring of partner roles and responsibilities, oversee their activities and provide continuous technical support as required.
  • Engage with key partners and policy makers to influence policies and issues relating to Countering Violent Extremism (CVE), peace building and conflict prevention.
  • Engage stakeholders at the community level on action planning and developing strategies in support of CVE programming activities, ensuring that program strategies are driven by and aligned with community priorities.
  • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Promote learning and knowledge management through documentation and knowledge sharing around best practices and lessons learned.

    Team Management

  • Supervise and support field teams in the development and execution of program activities, monitoring, evaluation and reporting requirements.
  • Support program staff to understand and implement best practices for peacebuilding/conflict mitigation programming and to incorporate best practices throughout the program cycle.
  • Promote accountability, communicate expectations and provide constructive feedback to staff through regular coaching and annual performance reviews, and ensure that supervisory staff do the same in a timely manner. Implement, and ensure all staff are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback.
  • Oversee performance of consortium partners and sub-grantees, and provide team members and implementing partners with information, tools and other resources to improve performance & reach objectives.
  • Regularly coordinate with project staff and support departments to ensure smooth planning, preparation, implementation, and monitoring and evaluation of program activities.
  • Create and sustain a work environment of mutual respect where participating team members – including local partners’ leads and field agents – strive to achieve excellence.
  • Contribute to country team-building efforts, help team members
    identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
  • Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations.

    Monitoring & Evaluation (M&E) and Reporting

  • Work closely with the project M&E Manager to ensure that effective M&E systems and processes are embedded within the program implementation unit and that data is collected, analyzed, and used to inform ongoing adaptation of program strategies and delivery approaches.
  • Assess and analyze impact and adaptively manage the project to meet results.
  • Oversee the scheduling and production of formal and informal reports and work plans on all aspects of Kenya program delivery in a timely and efficient manner.

    Training and Capacity Building

  • Lead conflict sensitivity training for Mercy Corps staff and local partners and continuously review the program activities to ensure no harm is being done.
  • Enhance the project teams’ capacity by designing and leading technical training sessions for Mercy Corps staff and local partners and providing ongoing coaching and mentoring.
  • Promote active learning and adaptive management, and contribute to agency-level networks and working groups, through documentation and knowledge sharing around best practices and lessons learned in CVE programming.
  • Supervisory Responsibility: Field team members in Mombasa, Kilifi and Kwale counties


    Reports Directly to: Team Lead

  • Works Directly with: Team Lead, Research Coordinator, Policy and Advocacy Director, MEL Manager, Finance and Sub-Grants Manager, local and national government officials, local civil society organizations, implementing partners and communities.

    Knowledge and Experience:

  • Master’s degree in Peace Building and Conflict Resolution or related discipline.
  • At least 5 years’ experience working on Countering Violent Extremism programming, conflict mitigation and resolution, and/or violence reduction and prevention programs.
  • Solutions-oriented individual, with strong strategic thinking capabilities.
  • Demonstrated effectiveness managing a diverse team of staff, consortium partners and local implementing partners, building a cohesive and results-oriented team to deliver on complex programming result.
  • Experience working with a diverse range of community members to discuss sensitive and delicate topics in a conflict-sensitive manner.
  • Excellent writing and reporting skills.
  • Excellent verbal and inter-personal communications skills.
  • Demonstrated sensitivity, skill, and experience working within different cultural settings and navigating public affairs and communications on sensitive issues.

    Success Factors:

  • The successful candidate will have strong leadership skills as demonstrated by the ability to lead a diverse team to work together to achieve program objectives related to complex and sensitive issues related to security, violence preventions and vulnerable groups.
  • S/he will demonstrate strong interpersonal and cross-cultural communication skills and be committed to the values and mission of Mercy Corps. S/he will take initiative and contribute to team efforts, as well as demonstrate an ability to communicate, assume leadership, and make solid decisions while working remotely from country leadership.
