Program / Department Summary
Working in consortia with GOAL, VSO and Restless Development, the Driving Youth-led New Agribusiness and Microenterprise (DYNAMIC) program will strengthen systems and facilitate creation of sustainable economic opportunities for disadvantaged youth. DYNAMIC’s goal is to increase the number of young people who are in secure employment or self-employment and to promote agricultural market systems for youth.

DYNAMIC will reach 125,000 out-of-school youth aged 15–24 in nine districts of northern Uganda over five years. Through a market facilitation approach, youth already engaged in on-farm activities will move from subsistence to more productive and profitable farming.

DYNAMIC will increase the employability of youth by facilitating access to demand driven technical skills, knowledge and market information. In parallel, DYNAMIC will link agribusinesses and microenterprises to market opportunities and diverse stakeholders, and ensure they can utilize financial services.

General Position Summary
The Data Management Assistant is a technical position with responsibilities including implementing all aspects of DYNAMIC Program’s specifically data lifecycle management.

The Data Management Assistants is key position in program quality assurance, accountability, documentation and learning within the MEL unit. Data Management Assistant (DMA) is responsible for data acquisition and capture, data cleansing, data maintenance, and reporting.

The DMA will apply a range of technical and other skills involving the self-directed application of knowledge gained through formal studies/qualifications applicable to this level or knowledge and experience that are determined by the employer as necessary to successfully carry out the duties of the position.

Under broad guidance of MEL Officer/Specialist and the Program Manager, DMA will supervise enumerators or researchers during data collections, beneficiaries’ interviews, beneficiaries’ registration/enrolment and validation exercises.

Essential Job Responsibilities

  • Conduct data collection using the designated MEL tools.

  • Real time data entry while drawing data from the different pathways including Peer Educators, Private Sector Actors and Vocational Training Institutions.

  • Data cleaning for ongoing data collection and verification to
    ensure retrospective anomalies are automatically located and removed.

  • Visits sites and partners to collect supplementary data, stories and conduct qualitative research both independently and in teams.

  • Ensure accuracy of entered data-comparing it with the existing filing system to make sure all records are consistent and aligned.

  • Support field data collection activities during assessment and surveys.

  • Conduct beneficiary/partners interviews and share all learnings as required.

  • Any other duties as may be assigned by the MEL officer/Specialist or the Program Manager-DYNAMIC program

    Supervisory Responsibility: None
    Accountability:

    Reports Directly to: Monitoring, Evaluation and Learning Officer (MEL) Officer/Specialist-Kitgum or Gulu, in liason with the Program Managers.

    Work Directly With: All program staff in the field office

    Knowledge and Experience:
  • Must hold at least a bachelor’s degree in Quantitative Economics, Demography, statistics, information technology, computer science or closely related field.

  • At least 1 year of good track record in Data Lifecycle Management.

  • Excellent knowledge on mobile data collection techniques

  • Experience with database administration

  • Experience using analytical tools

  • Ability to development and optimize queries

  • Good knowledge of quantitative and qualitative data collection and reporting techniques.

  • Advanced knowledge of Microsoft Excel and Access.

  • Knowledge and skills in designing data bases will be an added advantage.

  • Must be fluent both spoken and written English.
