Mercy Corps Consultant - Resource Transfer Jobs in Uganda

Mercy Corps envisions a flexible resource transfer solution that would strengthen our ability to make sustainable market-led changes across multiple sectors in the Karamoja region of Uganda.


Transfers will be delivered through a local merchant network in order to strengthen local markets and increase sustainability of private sector growth, with key partnerships between commodity suppliers and local merchants. Anticipated application of these transfers are outlined below.

  • Nutrition focused transfer to Pregnant and Lactating Women (PLW), households with children under two (CU2) to improve nutrition outcomes during the 1,000 day window and adolescent girls to improve nutrition outcomes during the adolescence.
  • Conditional and restricted commodity vouchers to PLW/CU2 and adolescent girls for basic food basket of three commodities
  • E-cash conditional cash transfer to PLW/CU2 and adolescent girls valued between 2-3 USD but subject to change in later years
  • Beneficiaries- 9,000 individuals per month for first two years
  • Livelihoods transfer to increase access to key goods and services necessary for development, such as improved seeds or animal health services
  • E-vouchers that partially subsidize development oriented goods and/or services
  • Beneficiaries to be determined but likely farmers, pastoralist herders, youth and women
  • Crisis Modifier- Cash or e-voucher based crisis modifier to decrease vulnerability in the event of a shock, such as extended drought.
  • E-voucher or e-cash to reduce vulnerability during crisis, with specific intervention dependent on shock. For example, in an an extended drought the response might be a voucher for subsidized seed or fodder or a cash transfer.
  • In a WASH disease outbreak, it might be a restricted e-voucher for water purification products.

    Consultant Objectives:

    The consultant would support Mercy Corps' Apolou in establishing the Resource Transfer component of the program, from startup through pilot and refinement.

    As a part of their time in country, the consultant is expected to build the capacity of the team on the ground to manage the system once established. Initial remote work will focus on refinement of the proposed mechanism, remote support for key assessments necessary to establish a merchant

    network, SoPs to ensure compliance, and input to supplier selection and candidate hiring processes.

    In country, the consultant will focus on building team capacity and coordination of providers and preparation for the pilot. Depending on the timing of the pilot of the transfer, work would be remote or in-country to roll out the pilot and refine the approach.

    The Consultant will work closely with:

    The in-country M&E Advisor, Regional Humanitarian Program Advisor, and remote technical advising from Technical Support Unit (MC HQ) including the Apolou TSU Cash Focal Person. Consultant will also work closely with the Nutrition Manager to finalize nutrition related beneficiary engagement processes.

    Required Experience & Skills:

  • Similar experience establishing an e-voucher platform required.
  • BA in relevant field required, MA preferred
  • Minimum 2 years working in e-vouchers
  • Prior experience in capacity building of teams is essential
  • Prior experience implementing distributions is required, preferably in a non-camp setting.
  • Experience with CTP strongly preferred.
  • Prior experience in managing vendors, electronic platforms and associated technology is required.
  • Knowledge of market systems development programming a plus
  • Experience with running assessments, electronic data collection, monitoring and evaluation and other learning efforts required.
  • Demonstrated experience managing cash out agent challenges including capacity gaps, liquidity problems etc preferred.
    Training skills and experience preferred.
  • Excellent communication skills, a high level of spoken and written English essential.
  • Experience working in Uganda with demonstrated knowledge of regulatory framework, MNOs etc. preferred
