Background

Mercy Corps is an international humanitarian and development organization whose mission is to reduce suffering, poverty and oppression by helping people build secure, productive and just communities.

Mercy Corps has been operating in Ethiopia since 2004, working in rural, peri-urban and urban areas in five regional states - Somali, Oromia, Afar, Southern Nations Nationalities and Peoples, Amahara - and the capital city of Addis Ababa.

We engage in both development and humanitarian work, and seek to integrate approaches, programs and geographies as much as possible. Our partners include government, academic institutions, development and private sector actors, civil societies and participating public.

In Ethiopia, youth unemployment is one of the biggest challenges facing the country. Ethiopia’s rapidly growing population of 105 million is forecast to increase to 140 million by 2030.

69% of the population are aged 29 or under, and an estimated 2 million youth enter the workforce every year. The Government of Ethiopia (GoE) has made addressing this challenge and stimulating job creation one of its highest priorities. Mercy Corps is committed to support the GoE in this.

The Government of Ethiopia through the Jobs Creation Commission (JCC) has identified tourism as a sector with huge potential for improvement and job growth, which can create 1-2 million jobs in the next six years.

This is the fourth highest potential sector the JCC identified. To achieve change at scale in the tourism sector, a national systems-level approach is needed.

Mercy Corps expertise in market systems development (MSD) approaches are well-suited to address system-wide constraints and introduce scalable solutions that can unlock the potential of the sector and stimulate business and employment opportunities for youth.

To identify the key constraints and opportunities in the tourism sector, Mercy Corps will be undertaking an initial high-level market assessment, and is seeking a consultant to lead the process.

Objectives
of Consultancy


  • There are three main objectives for this consultancy:
  • High-level analysis of the current situation in the tourism sector in Ethiopia
  • Assess the potential of the tourism sector to create opportunities for youth employment
  • Identify the key underlying constraints in the sector hindering job creation for youth, providing preliminary recommendations for interventions

    Methodology

    The consultant will be expected to develop a detailed methodology for the assessment. The methodology is expected to include:

  • Conduct literature and secondary data review, identifying the current situation and trends in the tourism sector
  • Conduct consultations with key government actors, such as the Jobs Creation Commission (JCC) and the Ministry of Tourism
    Conduct interviews with key market actors in the tourism sector, such as industry associations, tourism agencies etc.
  • Conduct interviews with other ‘Third Party Experts’, such as donors, universities and NGOs
    Duration and Timeframe
  • The consultancy is expected to be conducted in 10 – 15 days in September 2019, with at least five days in-country in Ethiopia.

    Consultant Deliverables:

    The Contractor will be responsible for delivering the following:

  • Detailed assessment methodology
  • A concise market assessment report (10 – 15 pages), including the content described above (in Section 2 – Objectives of Contract)

    Required Experience & Skills:

    The ideal consultant will have the following experience and skills:

  • 5 - 10 years of experience in market development programming (in tourism sectors is an advantage)
  • Experience in conducting assessments of the tourism sector is essential.
  • English fluency required;
  • Experience of working in Ethiopia is an advantage.
  • Needs and deliverables may change throughout the course of the consultancy. All deliverables must be approved by the Ethiopia Director of Programs, to be considered final.
