Mercy Corps CARM and MRELA Officer -Border Security Programme (BSP) Jobs in Kenya; Reporting to the programme’s Monitoring, Reporting, Evaluation, Learning and Adaptation (MRELA) Manager, the CARM and MRELA Officer will establish, maintain, and strengthen the programme’s community accountability system. The role manages feedback mechanisms, complaint handling, and structured reporting, ensuring that community voices inform adaptive programme management.

Key Responsibilities

CARM System Design & Implementation

  • Lead design, testing, and roll‑out of the CARM system including intake channels, SOPs, and workflows.

  • Communicate CARM policies and feedback channels to participants, staff, and partners.

  • Ensure confidentiality and data protection in all feedback processes.

  • Assess effectiveness and accessibility of feedback channels and adapt approaches.

  • Organise technical review meetings and ensure visibility of the CARM system.

    Data Management, Analysis & Reporting

  • Manage CARM database, ensuring accuracy and timeliness.

  • Intake, categorise, and route feedback via telephone and email channels.

  • Analyse feedback data to identify trends and systemic issues.

  • Prepare monthly dashboards and quarterly reports for leadership and donors.

  • Ensure timely responses and documentation of actions taken.

    Capacity Building & Training

  • Develop training modules for staff and partners on CARM.

  • Conduct awareness sessions to embed accountability practices.

  • Promote compliance with Core Humanitarian Standard (CHS).

    Internal & External Coordination

  • Share findings and recommendations with programme teams.

  • Coordinate with Ethics and Safeguarding to align with Mercy Corps policies.

  • Liaise with grants and partners to assess and strengthen feedback mechanisms.

    MRELA Support

  • Support
    monitoring, data collection, and reporting activities.

  • Assist with surveys, interviews, and focus groups.

  • Contribute to documentation of lessons learned and knowledge products.

    Qualifications & Transferable Skills

  • Bachelor’s degree in social sciences, international development, humanitarian aid, or related field.

  • 3–5 years’ experience with NGOs in accountability, monitoring, or evaluation.

  • Knowledge of project management, remote data collection, and reporting.

  • Strong analytical and problem‑solving skills.

  • Experience in multicultural environments with sensitivity to diverse contexts.

  • Proficiency in MS Office and database management; Power BI experience preferred.

  • Track record of implementing feedback and complaints mechanisms.

  • Report writing skills.

  • Fluency in English and Kiswahili.
