Starting gross salary : ETB 30,614

MSF-Holland in Ethiopia currently operates in five projects (North Gonder, Abdurafi project, in Tigray-Hitatse project, in Somali region- Wardher project, in Gambella region; Kule and Nguenyyiel project with diversified workforce.

Main Purpose/Job Summary :-

  • To collaborate with MSF medical staff on the integration of psychiatric treatment with basic healthcare services in order to insure the treatment of patients suffering from severe and common psychiatric disorders.

    Accountabilities:

  • Provide treatment for patients suffering from severe and common psychiatric disorders with specific attention to the cultural context.
  • Provide training and supervision to national staff (clinical officers and psychiatric nurses) on diagnosis and treatment of severe and common mental health disorders according to MSF guidelines.
  • Participate as a member of the mental health team and offer support to national psychologist and counselors.
  • Ensure that guidelines and psychotropic medications from MSF standard drug list are available in the project.
  • Ensure that proper information on treatment and follow up are collected in order to monitor the provision of care.
  • Evaluate in-country available psychiatric services including possibilities for psychiatric hospitalization and the quality of these services.
  • Form a relationship with MoH at regional level and exploration of sustainability of psychiatric treatment.
  • Establish collaboration/communication with the rest of the team in the project in order to achieve a multi-disciplinary approach to patient care.

    MSF Section/Context Specific Accountabilities

    Project Context

    The Tigray Health refugee project is supporting Eritreans who are in Hitsats Mai Aini, Adi Harush and Shimelba refugee camps in Tigray region of Ethiopia.

    They are fleeing economic hardship, political oppression, and systematic human rights abuses (including arbitrary arrest, torture, forced conscription and labor, severe restrictions on freedom of movement and expression, and persistent religious persecution).

    The project has it’s based in Hitsats camp and the main components are Psychiatric OPD, Psychiatric care center (PCC), Mental Health services, and psychosocial activities in the camp.

    Main responsibilities

  • Follow up the hospitalized/IPD patients, through regular ward rounds, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other professionals (health officers, psychiatric nurses), and informing their family about the individual patient’s plan.
  • Be available for on call consultation in case of psychiatric admission to IPD in order to review assessment and orders done by the psychiatric nurse or health officer, within 24 hours from admission.
  • To implement and supervise correct use of diagnostic & treatment protocols according to MH-Gap guidelines and rational use anti-psychotic medication according to available guideline.
  • Communicate to Mental Health Advisor to get technical support for complicated psychiatric cases.
  • To assist in the provision of patient care and act as a role model to staff.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization
    of the medical material. Assure general compliance with standing hygiene standards through nursing Activity Supervisor of PCC.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood or ensure this procedure had been conducted by the national staff.
  • To oversee psychiatric patient referral from other facilities (with support from the MTL), and to ensure a systematic referral and follow-up system.
  • Supervise and support outpatient consultations.

    Medical policy and planning

  • To ensure that accurate morbidity/mortality data is collected.
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient illness, medical error and monitors the proper functioning of the department, equipment or material.
  • To monitor, assess and analyze progress of medical programme components by gathering information and checking results against objectives.

  • To prepare the monthly medical reports in cooperation with the medical team and contribute to quarterly, annual reports as required.

  • Ensure ongoing training on clinical psychiatry for the medical/paramedical multidisciplinary team in order to optimize the quality of care.
  • To ensure clear line of communication and collaboration with the rest of the mental health team (Mental health Activity Manger, psychologist and counsellors).
  • To know and ensure all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing biohazard risks and improving infection control.
  • Ensures professional confidentiality is respected.
  • Maintain regular and ongoing communication with the mental health advisor- psychiatrist in HQ.
  • To assist in carrying out emergency and needs assessments as required.

  • To contribute to the formulation and preparation of Annual Plan (feedback on new need, Medical Indicators, Project Proposals, Log frames as required, in close collaboration with the MTL.

    Representation/communication

  • To contribute to the MSF identity, values and principles by reflecting, discussing and contributing to the advocacy mandate.

  • To establish and maintain relationships with local authorities and other organisations regarding medical/health issues and planning at project level, in conjunction with the MTL and do representation to other actors whenever delegated from PC/MTL.

    Human Resources Management

  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, ensuring appropriated shifts and rotations, directly participating in emergencies and on calls if necessary.

  • To assist in recruitment/dismissal of medical personnel, in conjunction with the MTL.

  • To ensure the implementation of national staff medical policy in conjunction with the MTL.

    Job Requirements

    Education

  • MD Degree, specialized in Psychiatry

  • Psychiatry Professional BSc

    Experience

  • Essential working or training experience as a Psychiatrist

  • Expérience in training and supervision

  • Knowledge of MHGap

    Languages

  • Mission working language (English) essential, local language desirable

    Knowledge

  • Comfortable with analysis and interpretation of data – knowledge of Word and excel
