General Context

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman.

The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department.

Tembo Vision is a Learner-centred space that provides efficient digital learning and development opportunities adapted for all MSF staff, to be better contribute to MSF operations and MSF social mission. The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge.

General Objective

Overall coordinates the Tembo IT Area and is the focal position, providing technical leadership, within Tembo for effectively using latest and/or more adapted technologies to overcome the various business challenges, coordinating IT architectural models planning, creation, maintenance, updates and management (infrastructure, applications, data), promoting developments (identification and delivery of innovative solutions) and service support to partners/customers, building close relationships with other teams

(Tembo and MSF OCs international colleagues when necessary) to ensure the IT-technical side of the Learning Management System (LMS) is fit for purpose and up to date, as well as in line with the organization’s technology and governance strategies, policies and standards.

At a strategic level, also s/he provides active advisory and key strategic contributions to the program as part of the Tembo Management Team (MT) on issues related to the Tembo’s Business case, Annual Plans and IT strategic priorities and new developments. By delegation of the Tembo Director, s/he may be required to represent Tembo in internal as well as external IT related fora and platforms.

Key Responsibilities

Participates in Tembo’s organizational strategy and planning, leading the IT strategy and planning

  • Design, develop and oversee the implementation of the Tembo IT planning and budget in line with the Tembo’s Business case and Annual Plans. Guarantee IT input is transmitted in Tembo’s strategy and planning, participating to the review, organization and planning cycles, providing coherence with the annual plans.

  • Closely coordinate with Projects & IT Lead and all OCBA IT Heads of Units -as hosting section- to ensure Tembo is well aligned and fully integrated with MSF processes, best practices and overall technology landscape

  • Consult and advise to the Heads of Area/Project Leads, in information technology solutions, implementation risks and potential impact of the adoption efforts on Tembo and the achievement of their objectives, ensuring coordinated reflection on innovative solutions, approaches between key customers and partners, and proposing and follow up strategic opportunities.

  • Monitors and evaluates Service Level Agreements with suppliers and Tembo partners. Guarantee helpdesk service quality delivery, incident management and resolution within the agreed SLAs. Define & monitor KPIs for service & operations.

  • Manages supplier´s IT services deliveries in line with Contracts and Service Level Agreements.
  • Monitor with Tembo Director budget and services execution.

  • Oversee processes and activities related to the design, development and change management of the IT architecture, promoting and communicating models, processes, tools, methodologies used in IT architecture domains (applications, network, data, servers, etc.).

  • Coordinates delivery of data privacy & information security requirements and ensures proper alignment with related MSF standards and best practices

  • Oversee the development and monitoring of transversal projects/dossiers which need significant inputs / coordination from IT specialists, being the functional coordinator
    for IT for other Tembo Areas (ie: eLearning, Production, Quality Assurance, Adoption, CoPs. etc.).

  • Research, analyse and periodically inform the executive Management Team on the IT market solutions evolution, sharing best practices and regularly updating technical system architecture requirements, standards and roadmaps (when defined).

  • Work and manage cross-functional relationships internally at the different Tembo areas.

  • Oversight of the capitalization of IT best practices, making sure that the members of his/her Area provide access to key partners/customers and other Tembo teams to key documents and information-metrics, and participate in bi-annual performance Tembo’s review process.

  • Promote / seek continuous Improvement initiatives (…)

  • Ensure MSF IT protocols/strategies/practices frame any technical initiative carried out within Tembo

  • Participate in IT meetings with external actors such as International Organisms, Academic Institutions, etc.

    Team Management (hierarchical and Functional) and Strengthening Working Dynamics

  • Ensure a good working dynamic within the IT Area, supporting each FTE staff, developing a vision and action plan regarding her/his technical area and (when necessary), helping them to develop a vision and forecasting of needs when oversighting and/or participating in Tembo multidisciplinary projects (collaborative project mode), linking with other Heads of Area to contribute to or receive inputs in transversal projects.

  • Define and validate job descriptions (JDs) positions under his/her responsibility, prior to submit it to HR Department.

  • Guide, manage and evaluate the members of the IT area under his/her direct responsibility, to guarantee the achievement of the objectives and/or priorities set by Tembo, ensuring that team members of his/her area assume their respective responsibilities and the timely implementation of their respective tasks.

  • Lead, support, and coach his/her team in their functioning and decision-making process, to ensure that objectives be achieved, collaborating with the Human Resources (HR) Tembo referent to identify general (not individual) and emerging training needs of Tembo IT area staff, in order to ensure technical capacity when required.

  • Define and allocate resources and budgets for IT and following up expenses. Delegate/distribute responsibilities to member(s) of his/her Area when necessary.

  • Strengthen interaction with other Tembo areas, ensuring that the initiatives and activities identified and prioritized in the Annual Tembo and IT planning are timely endorsed and carried out.

  • Ensure cohesion of Tembo’s IT area enhancing communication and collaboration with other Tembo areas and teams, working for alignment of strategic vision, and supporting joint activities according to needs.

  • Ensure that the different FTEs of the IT area are interacting and taking part of initiatives-projects where their input is required and needed.

  • Develop an Annual Report (on achievements and challenges) that would include a summarized compilation of the Reports of the different IT areas and FTEs under his/her supervision.

    Knowledge and Experience

  • Academic Background: Bachelor’s Degree in Information Systems, Computer Science or related technical field.

  • 7 years’ experience as Solution Architect or IT Architect, developing roadmaps, technology Standards and Architecture models

  • Experience in full cycle implementations

  • Experience of operating in e-learning environments and Help Desk-Support related services

  • Experience in team management and project management

  • Profound knowledge of application development processes (requirements gathering, implementation, testing, compliance) and LMS platforms

  • Experience of working within a demanding fast-paced environment and the ability to work under pressure and manage multiple tasks, responding to diverse workloads/schedules, meeting quality standards and tight deadlines

  • English fluency is required

    Desirable

  • Command of French and/or Spanish and/or Arabic

  • Experience in NGOs, Humanitarian and Medical organization is an asset

  • Experience in Information Security
