    Recommendable Academic Education / Specialised Courses / Languages required for the job

  • Degree or master’s in medical, Humanitarian or international relations studies, advanced level in management and relevant specialisation courses.

  • Fluency in written and spoken English.

  • Fluency in additional languages used widely in EA is an added advantage.

    Previous experience in a similar job or in other jobs within the MSF Organisation or the humanitarian Sector

  • Significant experience in the humanitarian field of work (minimum 7 years)

  • Extensive high-level management experience at a strategic level (minimum 3 years).

  • Knowledge, work experience (minimum 2 years) and understanding of the Eastern African geo-political context required

  • Strong presentation & writing skills through applied basic computer knowledge and skills: word, excel, PowerPoint.

    Responsibilities

    Strategy, vision, planning and general management


  • Lead the EAS team in the implementation of short- and long-term vision, strategies and policies that maximize its contribution to the wider MSF movement.

  • Identify organizational opportunities and risks and steer the organizational risk management and appropriate structure, functions and processes.

  • Develop multiyear vision and strategy by preparation and regularly review the annual plan in cooperation with the Management team and reporting to the EAS Board.

  • Actively participate in the reporting and planning cycle of EAS & align with the international requirements.

  • To steer and help develop the EAS 2021-2023 MSF EAS Strategic Plan, and the next cycle EAS strategic plan.

  • To support and ensure the realisation of MSF EAS departments action plans and strategic activities related to MSF SA Strategic Plan.

  • Ensure realization of new proposed dossiers of the EAS through relevant engagements and lobbying.

  • Ensure final budget responsibility and control for the EAS.

  • To ensure, together with the head of Finance and the external auditor, the timely finalisation of EAS annual accounts audit and reporting.

  • Supervise all efforts to ensure that the different groups and sub-units in the office are well coordinated and that a proper working environment is maintained.

  • Provide effective management of a very diverse office and oversight of a variety of technical capacities.

  • Assures proper security measures and tools are in place in the EAS to guarantee a proper work environment and wellbeing for the staff working in the EAS Office.

  • Supervise the office-functioning ensuring proper legal and administrative compliance internally and externally.

  • To ensure a smooth and timely transition from BO to section as per the EAS transition plan to enable the EAS function independently.

  • To coach, empower, mentor MT and staff in order to increasingly build leadership and management capacities in the section and ensure the staff’s creative growth and to optimize results and performances in these areas of expertise.

    Representation, advocacy, lobby

  • Guarantee the sound reputation, coherent identity, image of MSF in front of external stakeholders.

  • Institutional Representative of MSF to external contacts such as UN agencies, diplomatic bodies, the Humanitarian community, think tanks and academia amongst others.

  • Actively advocate for MSF’s positions and interests, maximizing its impact on behalf of populations in danger with key constituencies by playing a leading role in carrying out international movement campaigns in Kenya.

  • The GD EAS will work closely with the HART team,
    Access Campaign and the International office for all issues and campaigns of global interest. This applies mostly to humanitarian diplomacy and communication activities.

  • Act as a key spokesperson for MSF’s communication initiatives when needed. MSF Spokesperson – for media based in Eastern Africa and/or for issues related to East African region.

  • Ensure adequate funding and budgetary allocations of the EAS through development of alliances/engagement/collaborations/contributions/commitments with MSF Institutional Members in order to get the allocation of resources needed to accomplish the mission and ambitions of EAS.

  • Representative of MSF in the frame of the Host Country Agreement in Kenya (TBD).
    Institutional Representative of MSF at different regional platforms in Eastern Africa (humanitarian, political…).

    Networking, engagement and Collaborations

  • Responsible for the development of any EAS partnerships in the region that are considered opportune for the MSF social mission.

  • Participate actively in relevant international working groups and committees.

  • Communicate at major platforms on opportunities and potential of EAS for further collaboration/interaction.

  • Contribute to strategic discussions, advising and reporting to the Board on operations/activities of the Section.

  • Participate and contribute to the positive development of the GD forum and internal dynamics.

  • Participate in annual Full Excom and the General Directors platforms

  • Build and maintain a good relationship with other GDs and the IO.

    Contribution to MSF Social mission/Support to Operations

  • Participate in key strategic operational moments and actively contribute to the reflection and critical analysis on medical and humanitarian challenges, stakes and practices of MSF.

  • Ensure constant constructive challenge and propose alternatives to centralized procedures, protocols, strategies and policies which could be more effective if decentralized.

  • Create and host/support platforms and ensure continuous exchange and discussion with MSF operational entities within the EA region.

  • Negotiate with various operation centres in the region to develop a harmonised operational response within the region that could be cost efficient yet effective.

  • Ensure continued engagement MSF entities on opportunities for operational support in the region.

  • Work closely with the head of OCBA Nairobi Operational Support Hub as well as other hosted entities for areas of mutual collaboration, synergies and support.

    Role of GD in EAS Governance

  • To support EAS governance by providing the EAS BoD with all information needed to assist in policy shaping and reporting for the follow-up of executive activities and performance/results.

  • Represents the Executive Management at Board meetings and works in close collaboration with the Board to deliver on the approved strategy

  • To participate in all EAS board meetings & contribute to Board meeting agenda

  • To participate in all EAS General Assemblies and represent the executive office in MSF General Assemblies.

  • Together with the Board, ensure active participation in the international platforms of MSF and all other international themes and dossiers needed to be debated/discussed and ratified by the EAS BoD.

  • To participate in country intersectional Field Associative Debates (FAD), regional associative meetings whenever possible.

  • Develop MSF EAS position in the various international platforms (OCBA/OCA, Full-Excom, Core+ or any other bilateral relations with MSF entities)
