Tasks & Responsibilities
International Reporting
Pre‑reconciliation of receivables and payables with finance managers of other sections in preparation for annual closure.
Process International Office entries in the end‑of‑year package.
Report on monthly balances in Monthly Money report.
Update M‑package and Budget package in the system monthly.
Responsible for yearly closure and reporting to the International Office (IO) on final landing.
Manage international combination process including accurate reconciliations with the IO team.
Provide clear and timely responses to queries from IO.
Ensure all Transformational Investment Capacity (TIC) documentation requirements are met for donor attribution.
Elaborate grant lines, analyze ongoing expenditure for adjustments and final reporting.
Intersectional Hosting
Consult regularly with hosting sections to identify finance needs and provide guidance.
Define MSF EA finance hosting procedures and monitor implementation.
Authorize advances, per diems and procurements for hosted sections.
Review accounting, trace transactions for reinvoicing and execute the same.
Manage receivables from sections, issue monthly statements and follow up payments.
Provide accurate and timely reporting on hosted sections’ financial activities.
Produce monthly hosting reports for review with Head of Finance and Services.
Monthly / Annual Closure
Run monthly depreciation ahead of closures.
Prepare Finance Situational Reports (Sitreps).
Support Accounting Team Leader in monthly and annual closures.
Ensure monthly cash counts and reconciliations.
Follow up VAT receivables.
Support monthly reconciliations before closure.
Manage recurring entries overview on prepayments of rentals and insurance.
Monitor receivables, identify irrecoverable debts and propose write‑offs.
Compliance & Control
Validate invoices, purchase requests and purchase orders per authorization table.
Submit compliance reports to MSF EA and relevant authorities.
Oversee salary reconciliations, validate payroll and statutory deductions before remittance.
Stay updated with policy changes affecting MSF.
Collaborate with facilities department to maintain financial tracing of assets.
Budgeting
Contribute to improvement of budgeting tool and propose changes.
Provide guidance
and support on budgeting to Heads of Department.
Support review of guidelines and collection of information for budget and monthly forecasts.
Other Responsibilities
Attend Management Team Plus meetings and provide input on strategic issues.
Act as Bank signatory to MSF Spain South Sudan and Sudan accounts.
Participate in tender analysis with Logistics/Supply/HR team.
Prepare and update RACI table with Accounting Team Leader.
Support and coordinate finance staff for allocations in Dynamics.
Identify and deliver relevant technical training for finance staff.
Update commitments register from procurement.
Gap fill for Accounting Team Leader.
Carry out additional duties assigned by Finance and Services Director.
Integrate EDI & Safeguarding aspects in policies and practices.
Recognize, respond and document any form of abuse or inappropriate behaviour, alert safeguarding unit.
Participate in performance management process including objective setting, monitoring and evaluation.
Reinforce strong performance, encourage improvement and ensure timely performance management for supervisees.
Qualifications
Education
Bachelor’s Degree in Accounting, Finance, Business Administration or equivalent.
Knowledge of MS Office Tools (PPT, Excel).
Fluency in English required; knowledge of French or a third language is an added advantage.
Experience
At least five (5) years of relevant financial management experience, preferably in the non‑profit sector or international organizations.
