The purpose of the ICT (Information and Communications Technology) Manager is to oversee the ICT strategy and lead the work in implementing new technology-driven solutions to support MSF Southern Africa.
You will plan, coordinate and manage a range of activities such as developing strategies, policies, and project plans, managing suppliers, and leading any project within ICT Strategy to successful completion.
You will ensure high-quality planning and coordination of new ICT solutions for MSF Southern Africa in line with the Strategic Orientations of the section.
You will also be in charge of the section’s logistics (management of the flow of goods or materials between the point of origin and the point of consumption, including storage) to meet the requirements of users and according to agreed processes).Reporting Structure
The IT Manager will manage the IT Officer (As of 01 January 2023) and potentially an intern in the future.Accountabilities (Outputs and Key Actions)Output 1: ICT ManagementKey Actions:Develop and Implement Enterprise Security Program for the Johannesburg and Cape Town offices.
Develop Information Technology Security, to provide consistent policies regarding information (IT) security, roles, and responsibilities of personnel using and maintaining computer resources, electronic communications, and Internet access in the performance of job function
Develop and implement a user-centric methodology to raise users’ awareness of the Information Management Security System (ISMS).
Implement processes to enable detection, identification, and analysis of IT security threats and vulnerabilities.
Responsible for Implementing an automated tool-based vulnerability management framework.
Responsible for budget preparation, planning, monitoring and follow-up for costs related to Office systems and ICT architecture in SA.
Responsible for a high-level ICT infrastructure and security in MSF SA
Design or supervise the design of architecture and IT solutions for network, security, hosting, and Disaster Recovery Plan. Identify technical solutions and define the technical standards.
Ensures the operation, optimization, and development of the office infrastructure, i.e., hardware, servers, network, back-up, phone system, voice and data communication, video, and teleconference system.
Provides strategic vision in ICT Management to the Management Team
Develop ICT long-term strategy as well as an annual action plan (objectives, activities, and KPIs)
Design ICT procurement strategy, lead procurement process and negotiate agreements with ICT suppliers locally and internationally in line with MSF–SA procurement policy, OCB ICT technical standards, and ISM (International Information System Management) recommendations.
Develop progress reports (including dashboards and activity reports)
Policy development: is responsible for developing MSF SA ICT and Security policy
Institute protocols for - and facilitation of - systems documentation (Hardware/Software) for the IT department and secure their effective use.
Follow up on the ISM plans (the International Information System Management) and ensures that MSF SA office systems are coherent and aligned with it.
Manage the IT Intern and/or Assistant
Output 2: Project Management
Office 365: Responsible for the planning, roll-out, and monitoring of Office 365 features in line with the international MSF guidelines and Knowledge Management Strategy. Organizes training of the staff
Privacy protection: Ensures a high level of information security (GDPR & POPIA regulations) at MSF-SA. Advises the Privacy Manager and the Management Team about all questions, issues, and matters arising in the context of the protection of personal data, as per the South African Protection of Personal Information Act (POPIA) and the European General Data Protection Regulation (GDPR).
Implements and follows-up on of the Privacy action plan managed by the Privacy Officer at Section Level.
Management: Ensure that the KM project of the section benefits from adapted hardware and software tools. Introduce possible ICT innovative solutions to facilitate learning and transmission of information within the section.
Digital platform: provides technical insight to the interdepartmental platform on core decisions and orientations regarding the digital strategy of the Section and its implementation
Upon request, develop a need and feasibility assessment, then plan and manage all phases of a project cycle, including resource allocation, progress tracking, pilot and testing, documentation, training, and implementation within the approved budget.
Output 3: IT Strategy Support to Department
Ensure the efficiency of ICT infrastructure and solutions by providing advice to stakeholders (Directors/ Heads of Units / Managers) in the respective Departments
Deliver Strategic Orientation for the unit every three years.
Work closely with the Director of Departments and the Board to ensure that the right level of strategic advice, configuration, and skills are available to complete ICT-related projects & activities.
Keeping up to date with ICT solutions that can meet the demands of the departments and Organisation: explore technical possibilities and new trends, both internal and external, which may be relevant to the Organization.
Risk monitoring involving ICT systems in the different departments
Institute protocols for - and facilitation of - guideline documentation of general use of office systems and peripheral systems in accordance with IT use policies
Output 4: Logistics
Support the section’s logistics, particularly for the organization of events in the region (General Assembly, Field Associative Debates, Southern Operational Forum in Africa…)
Support the office logistics-related activities (transport and storage of goods & materials, inventories, stock management)
Output 5: Participate in MSF ICT Platforms
Participate in the ISM platform (International Information System Management)
Focal Point for OCB ICT within the Southern African region
Focal Point for MSF SITS (Shared IT Services) based in Prague
Knowledge, Skills, Experience
5 -10 years of relevant IT Manager experience.
At least 3 years’ experience in people management/staff supervision.
Office365 and SharePoint in particular, general data support, good TCP/IP, VPN connection, ITIL, MS operating systems (Windows 7,10 and server), Active Directory, demonstrated proficiency with Microsoft Office package
Experience in IT administration, IT strategy work, management of IT office networks, and cloud-based environment
Experience with video conference systems (hardware and software)
Interdependent relationship between infrastructure, information security, and the applications/services they enable
Mastering formal and informal project management techniques
Planning and organizing activities ahead of time and anticipating necessary resources.
Results and quality oriented by performing work autonomously
A flexibility and stress tolerance that facilitates the organization and helps to make changes.
Ability to resolve hardware technical problems (PCs, servers, PABX, etc)
Service and beneficiaries oriented by anticipating the needs of the organization
Excellent communicative skills, oral and written
Experience in NGO working environment
Certifications or Experience: CISSP, Linux, Project Management, Cloud certificates
Structures and orders information so as to make decisions and propose solutions.
Assesses situations sequentially to identify the causes of the problem.
Analyses and interprets data and information from a variety of sources in a way that facilitates the proposal of solutions and decision-making.
Prioritises the activities of his/her team according to MSF’s strategic objectives.
Detects long-term opportunities and considers their impact in order to constantly adapt MSF’s work/strategies to the needs of the context.
