Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM France currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Médecins du Monde is operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

MdM France has concentrated its efforts on projects related to basic access to primary health care (projects centered on rural health facilities and isolated populations), reduction of maternal mortality through improved quality of obstetric care, promotion of sexual and reproductive health rights including protection against gender-based violence, provision of Mental Health and Psychosocial Support (MHPSS) and reduction of malnutrition.

After a period of uncertainty, the mission has recently significantly grown. Although the Covid-19 pandemic was a challenge for the teams and the programming, in 2020 and 2021 it has expanded with its current programming in Semera (Afar) and Chinaksen (Oromia) where MdM France leads a consortium with COOPI and MdM Germany, and solid prospects for intervention in connection with the conflict in some parts of the country.

The mission has also reshaped after the handover of its project in Somali region to MdM Germany in May 2021. Towards the end of 2022, security situation in Tigray region improved following peace agreement and in 2023, MdM plans to intervene in Tigray, to provide integrated primary healthcare services.

Tasks and Responsibilities

Medecins du Monde – France is lead agency in two consortiums for projects in Oromia, Afar and Tigray regions of Ethiopia, funded by two different donors. The overall objective of the programs is to contribute to improving access to healthcare services and peace-building initiatives for communities both host and displaced population suffering from various forms of shock including conflict.

Under the supervision of the deputy general coordinator, you will work closely with the coordination team, field coordinators and with partner organisations project managers. You will be responsible and accountable for the overall management and oversight of both projects.

Your Main Responsibilities are the Following:

Coordination with Partners, Donors and Stakeholders

  • Facilitate regular communication and collaboration among different stakeholders

  • Organize regular consortium meetings

  • Ensure that all partners are aligned with project goals

  • Liaise with technical and support teams

  • Ensure regular budget follow-ups to ensure compliance to donor regulations

  • Program implementation and compliance to donor regulations

  • Ensure smooth implementation of both projects

  • Develop and implement monitoring and evaluation systems

  • Identify and mitigate risks and issues

  • Provide regular
    updates to project managers, partners, and donors on project implementation and compliance

    Grant Management, Reporting and Communication

  • Develop and implement grant management systems

  • Ensure compliance with donor regulations and reporting requirements

  • Develop and implement communication strategies

  • Develop communication plans and materials

  • Prepare high-quality reports

    Monitoring and Program Review

  • Monitor project progress and identify areas for improvement

  • Conduct regular program reviews

  • Provide feedback to project managers

  • Conduct monitoring visits to project sites

  • Recommend changes to project activities and strategies

  • Monitor grant expenditures

  • Maintain accurate records of all grant-related activities and expenditures

    Conditions of Employment

  • Status : Employee

  • Contract : Fixed-term contract

  • Duration : 12 months

  • Starting date: as soon as possible

  • Gross monthly salary: 3119 euros

  • Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required

  • Expatriation bonus (10% gross salary per month)

  • Transportation cost, vaccines and visas covered

  • Guesthouse housing

  • 22.5 recovery days per year

  • 5 weeks of paid leaves per year

  • Health insurance (60% covered by MdM and 40% by the employee)

  • Insurance (repatriation…)

  • Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

  • Médecins du Monde promotes trainings and internal mobility

  • As part of our measures to combat money laundering and financing of terrorism, any selected candidate may be subject to a background check on international sanctions lists (UN, the EU, France, the United States…). This information is handled confidentially and stored on a secure server.

    Skills and Experience Needed

  • At least 2 years of experience with a similar position

  • Experience in an international NGO

  • Experience in project planning, budgeting, proposal and report writing.

  • Excellent knowledge of international donors, and strong representation and fundraising skills

  • Preferable experience in health sector

  • Experience of working in African context especially in Ethiopia would be an asset

  • Excellent coordination and diplomacy skills

  • Independence, ability to take the initiative and responsibility

  • Ability to work under stressful situations

  • Good analysis, capacity to take a step back and analyse

  • Communication and listening skills, adapting delivery to the audience

  • Capacity to delegate and to supervise and coach the work

  • Strong problem solving and organisational skills in day to day and crisis situations

  • Ability to plan, organise and meet deadlines

  • Adaptability to changing priorities

  • Proficient in the use of MS Office

    Languages:

  • Fluent English - including excellent English writing skills

  • French, Amharic or Tigrinya are an asset
