For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad.

It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM used to be operational in Uganda from the 1990s until 2005. MdM ran HIV/AIDS programmes with technical and financial support to the hospital of Kakuuto for HIV counselling and testing, and for laboratory activities.

Médecins du Monde France also supported the creation of the Kakuuto Aids Post Test Club (KAPTC) for psychosocial activities for people living with HIV. MdM also provided support to CIPA, a community-based organisation set up to ensure the sustainability of HIV/AIDS prevention activities.

Since 2015, MdM has been supporting Most At-Risk Populations (MARPI) through grants and training. Besides that, MdM has trained members of grassroots LGBT organisations to project cycle management.

In addition, MdM provides local LGBT leaders (three in 2017-2018) with scholarships for training on leadership.

In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi, northern Uganda, where the French section of MSF has been present since 2016.

The fact-finding mission has led to an intervention proposal to progressively take over all the MSF activities at Bolomoni HC III (Health Centre level 3) as well as their outreach activities in Bidibidi refugee settlement by the end of the year 2017.

Then a 3-year intervention (2018-2020) with a possible partnership with Human Rights Awareness and Promotion Forum (HRAPF) will aim at reducing mortality and morbidity rates. It will include:

  • The running of all Out Patient Departments (OPD) and Inpatient Departments (IPD) activities at the Bolomoni HC III
  • The preparation of the progressive handover of the Bolomoni HC III to the health district of Yumbe through capacity building of MoH staff
  • A close collaboration with the local population and the empowerment of communities
  • A strong focus on mental health and psychosocial support, while developing a mental health community approach and covering some gaps identified
  • The strengthening of the Gender Based Violence levels of intervention through covering some gaps identified
  • A socio-anthropological analysis of community organisation, community coping mechanisms and expression of emotion within the refugee settlements.

    Job Description:

    Under the supervision of the general coordinator, you have the administrative, human resources and financial responsibility of the programmes according to MdM and donors standards.

    More specifically, your responsibilities are to:

    Finance

  • Monitor the financial system
  • Ensure the development of the project and coordination budget
    together with the finance officer based at HQ, in the budget’s distribution per heading and in the construction of the annual and revised budgetary frame
  • Manage the update of the monthly accounts and the monthly budget follow-up and forecast (BFFU)
  • Ensure the implementation of the accounting follow-up
  • Supervise the cash box management, cash forecast and monthly checks as well as bank management, bank forecast and monthly checks and bank reconciliations
  • Control and validate the monthly funds request prepared by the accountant
  • Propose and ensure implementation of financial policies and procedures
  • Supervise the preparation and submission of finance reports to donors
  • Participate to meetings with donors and/or authorities jointly with the general coordinator or other coordinators
  • Ensure that payments of all local taxes are made

    Administration

  • Control and validate all the contracts (office, residence, computers maintenance etc.)
  • Supervise the visa processes and registration of MdM expatriate team and more generally follow matters related to MdM registration/licence in Uganda
  • Prepare the monthly administrative reports

    Legal framework

    vEnsure the respect of the legal and administrative procedures and the compliance to Ugandan laws for all aspects of the mission
  • Support the general coordinator regarding all legal and registration issues

    Human resources management

  • Follow up the recruitment/renewal procedures/policies
  • Contribute to the implementation of the internal working rules according both to Ugandan labour laws and MdM rules
  • Supervise the HR database management and the monthly payment of salaries
  • Be in charge of the construction and follow-up of the mission’s training plan and ensure that annual appraisals are done
  • Participate with the general coordinator to set up and update the organisational chart
  • Propose rules and policies to improve the functioning and the communication within the mission

    Training

  • Be responsible for training, coaching and supporting the national administrative managers
  • Develop a training plan for the national managers and support them in their duties

    Condition of employment:

  • Fixed-term contract
  • 12 months

    Starting date: December 2018

  • 2 763 euros gross monthly salary on 13 months
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Guesthouse housing
  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year
  • Health insurance (60% covered by MdM and 40% by the employee)
  • Insurance (repatriation…)
  • Punctual teleworking agreement (after 6 months)

    Profile:

  • At least 3 year of working experience in a humanitarian context as support services coordinator or administrative coordinator
  • Capacity building experience is a must
  • Experience with ECHO contracts would be an asset
  • Good ability to work quickly and with short deadlines
  • Good ability to manage priorities and to adapt them daily according to the context
  • Good computing skills, high proficiency on
  • Excel and good management of SAGA is a must
  • Good communication and problem solving skills
  • Languages: Fluent English
  • French would be an asset
