Job Purpose

To provide technical support and guidance to enhance efficiency and effectiveness Government policies, projects and programs across the City; and providing information that will guide the strategic decision making process

Job Description and Duties

  • Initiating, developing, implementing and disseminating standards, procedures, guidelines /handbooks and codes of conduct /ethics for better Monitoring and Evaluation in the City.

  • Monitoring and evaluating performance of Government and City policies, projects and programmes in the City

  • Spearheading and commissioning evaluation and impact assessments studies for Government and City policies, Projects and programmes in the city

  • Evaluating the quality of performance indicators and track process indicators of service delivery in the city

  • Liasing with Uganda Bureau of statistics (UBOS), National Planning Authority (NPA), PPDA and other Ministries Departments and Agencies on measurement and reporting on performance indicators in the City

  • Undertake periodic review of level of service delivery in the city and track results performance from the city through the national statistical System

  • Conducting, overseeing and taking lead in periodic joint sector Reviews for City and organize Annual Performance Reviews’ AND Conference for City

  • Conducting midterm and final implementation reviews of the National Development Plan (NDP) in the City

  • Developing a frame work for identifying cross cutting policy issues
    that affect performance in the City

  • Developing and maintain information management system that appropriately support the operational processes of strategic monitoring and evaluation in the City

  • Supervising and Appraising subordinate staff

    Person Specifications:

    Academic Qualifications

  • An Honor’s Bachelor’s Degree in Monitoring and Evaluation or Social Sciences with a bias in Economics or Finance or Commerce or Business Administration from a recognised University /Institution

    Job Experience

  • Three (3) years’ working experience at Monitoring and Evaluation Officer Level in government or an equivalent level from a reputable organization
