Position Description

  • The Finance and Grants Manager will be responsible for overseeing the finance and grants management of the USAID – MJE cooperative agreement Family Focused HIV Prevention Care and Treatment Services Project.

  • The Manager will provide lead administration assistance for the management of awards and sub-awards.

  • S/he will develop and implement sub-award management systems and monitor MJDA’ and USAID’s compliance with award terms and conditions and MJDA’s and USAID’s policy. S/he will be able to oversee all financial and budgeting elements of the programme, ensures following all USAID regulations.

    Grants Solicitation and Evaluation

  • Assist the design process of the different RFAs and APS, Call for Proposals and other issued under the USAID Local Enterprise Project and other Multi-lateral and Bi-lateral and International Organizations

  • Lead the preparation of the grant’s solicitation workshops, and other orientation sessions taking place, as assigned

  • Identify local partners for joint applications and lead the application

  • Grant Management, Coordination, and Grantee
    Training and Monitoring

  • Provide overall technical and administrative leadership in the areas of financial management and grants management for the project.

  • General responsibilities will include accounts payable, cost allocation, quarterly reporting, payroll, budget preparation, grants management, and tracking support.

  • In addition, the Manager will be responsible for setting up, managing, and providing technical assistance related to the grant-making component of the program activities.

  • S/he will ensure that all financial and grants management and reporting are compliant with USAID grants and financial management regulations.

  • Participate and/or deliver sections of grant management training, as requested.

  • Follow up with and support the assigned grantees to ensure that the grant is implemented according to the grant agreement, work plan and timeline.

  • Work with the Finance Team to ensure that all financial transactions are correctly administered and that all vouchers and grants are processed in a timely and efficient manner

  • Develop annual fiscal year budgets with the COP as well as developing and implementing
    grant budgeting and forecasting systems.

  • Work with the capacity building team and other relevant teams to identify the kind of technical support that might be needed to ensure the proper implementation and impact of the grant.

  • Keep the grant files updated with budgets, grant contracts and agreements.

  • Conduct field visits to the assigned grantees and participate and attend key events and activities as agreed upon with the Senior Team Leader.

    Knowledge Management System (KMS)

  • Maintain the grant data in the database is accurate and up to date, in addition to ensuring that all M&E information related to assigned grants and partnerships is up to date, accurate and complete

    Other

  • Provide guidance to the project teams
    Contribute to collecting and submitting the monitoring and evaluation data as required and communicate to sub grantees.

  • Participating in trainings, workshops and conferences as requested.

  • Respond to general enquiries from implementing partners.

  • Lead an internal audit of sub-grantees together with finance and technical teams.

  • Any other tasks assigned as necessary.

    Job Requirements

    Minimum Requirements:

  • MA/BA in Business Administration, accounting, management,

  • Minimum of 5-7 years of experience in contracts and grants administration.

  • Experience in coordinating issuing of sub-awards, consultancies, and other contractual arrangements.

  • Working knowledge of award management and sub-award requirements of USAID and other donors, requirements

  • Ability to work well with others to develop and maintain compatibility among project staff, consultants, recipients of assistance and local NGO and CBO partners.

  • Excellent communication skills in Amharic and English; and additional regional language is a plus.

  • Excellent oral and written comprehension skills

  • Good computer and typing skills, ability to use Word, Excel, and Outlook.
