Reporting to the Global Talent Acquisition Director, the Consultant Manager/Team Lead will manage and oversee the organization’s global consultant (i.e., independent contractors) and temporary staff engagement processes and systems.

The selected candidate may be able to work remotely in a country where they are authorized to work, and MSH is registered.

Specific Responsibilities

Consultant Process Management

  • Develop and refine strategies for consultant engagement initiatives.

  • Implement solutions and improvements to standard operating procedures and documentation practices.

  • Continuously develop existing training materials to train staff and develop additional capacity to meet needs.

  • Troubleshoot issues related to individual contractor engagements as they arise. Escalate matters to leadership as needed.

  • Review all consultant agreement modifications for compliance and integrity. Monitor agreements to ensure compliance with internal policies/guidelines and local labor laws, specifically regarding worker classification, duration of agreement, and SOW evaluation.

  • Liaise with Contracts, Procurement, and Accounts Payable to ensure processes are aligned across the organization.

  • Working with HRIS Manager, optimize systems for tracking and monitoring consultant engagements and performance.

  • Partner with HR Partners, Internal Audit, and General Counsel to ensure compliance with donor and labor regulations.

  • Increase and maintain consultant pools through the effective and strategic use of search engines, career sites, recruiting events, and other innovative sourcing techniques to find the best talent in the market.

  • Monitor metrics and develop strategies and solutions when not achieving these metrics.

  • Collaborate with Unit VPs, Project Directors, and HR Partners to ensure an excellent level of service and problem-solving when necessary; follow up with technical staff to proactively manage support, quality, and whether the organization’s needs are being met.

  • Continuously monitor consultants’ experience with MSH to ensure a positive engagement.

  • Oversee the use and issuance of honoraria to individuals on a case-by-case basis.

    Temporary Staff Process Management

  • Review and oversee global practices related to temporary staff engagement.

  • Develop global standard operating procedures for engagement temporary staff that align with local labor law.

  • Work with project and department heads to anticipate temporary staffing needs and ensure organizational needs are being met in an efficient manner.

  • Build and manage relationships with temporary staffing firms as needed.

    Team Management

  • Manage the HR Analysts’ workload and assignments ensuring reasonable allocation of cases for the following tasks:

  • Review scopes of work (SOWs) and selection notes, liaising with technical staff to ensure alignment with MSH, government contracting, and labor law guidelines.

  • Determine market rate for SOWs and correspond with consultants to negotiate the total cost of each consulting agreement.

  • Evaluate potential conflict of interest and worker classification risks.

  • Work with the MSH Contracts staff to request donor approval as needed.

  • Ensure completeness of required support documents.

  • Review and sign consultant agreements and review related modifications.

  • Create and update consultant records in HRIS, including contract numbers, supervisors, payment rates, and modifications.

  • Monitor agreements end dates and follow up with staff to confirm whether modifications/extensions are planned. Terminate consultants in HRIS in a timely manner.

  • Track consultant performance notes, flagging issues with technical staff as appropriate.

  • Use metrics & mechanisms to measure the success of the team and support hiring managers.

    Strategic Talent Acquisition

  • Supporting the Global Talent Acquisition Director (GTAD) through team management and coordination with TA team leaders to help implement a Talent Acquisition strategy to support organizational and HR initiatives. Strategic activities may include:

  • Talent Management: Support the larger TA strategic plan to further develop and manage programs for workforce retention, promotion, and succession planning. Help identify areas for future process improvement based on the strategic direction of MSH and the TA team.

  • Metrics: Help manage a plan for consultants’ engagements that are data-driven. Use metrics to evaluate the recruitment function, manage the performance of Consultant Analysts, and ensure our engagement for Consultants and Temporary staff
    effectively supports MSH’s DEI strategy.

  • Compliance: Stay abreast of local labor laws related to the engagement of independent contractors and temporary staff. Ensure internal policies align with government and contractual obligations.

  • Marketing and Brand Awareness: Working with the entire talent acquisition team and Communications, help build a strong brand and value proposition to attract top talent globally – LinkedIn strategy, marketing materials for universities and career fairs, etc.

  • Other Activities: Support the GTAD with the implementation and management of any other identified strategic activities as needed by the team and organization.

    Training, Capacity Building, and Compliance

  • Coordinate training and development initiatives to inform staff of independent contractor regulations and relevant procedures.

  • Evaluate all Consultants’ management processes and tools to ensure compliance with MSH’s contracting processes.

  • Provide support to specific field offices when requested to provide training and increase capacity, ensuring they understand and follow the Consultant Management process and workflow.

  • Manage the Consultant process to ensure compliance with MSH policy, and federal and local guidelines in the United States and in overseas offices.

    Education

  • A postgraduate education in a field of study closely related to the assigned responsibilities is required.

  • HR Certification (PHR/SPHR) is a plus.

    Experience

    Required:

  • A minimum of 7 years of experience in a government contracting or professional services environment, with roles in corporate contracts, human resources operations, or similar.

  • Experience managing 1099 consultants (independent contractors) required.

  • Experience managing and coaching specialist-level professionals focused on performance management, career development, and equitable distribution of work.

  • Experience developing, aligning, and executing management strategy to meet organizational needs.

    Knowledge and Skills

  • Solid understanding of policies, laws, principles, practices, and procedures associated with the engagement of independent contractors and temporary workers in the US and abroad.

  • Excellent communication and management skills that foster a strong team environment and create a high-trust culture.

  • Excellent relationship management skills with a proven track record of working with multiple business units to achieve organizational goals.

  • Strong knowledge of metrics and reporting.

  • Advanced knowledge of HR and recruiting functions, practices, and approaches to include sourcing and research with various sourcing vehicles.

  • Excellent writing and synthesis skills with experience in intercultural communications.

  • Excellent information management skills, with very strong attention to detail.

  • Proficiency with Applicant Tracking Systems, MS Office applications, and Human Resources Information Systems; experience in Workday a plus.

  • Proficiency in French preferred.
