    Country and project background

    Malaria Consortium South Sudan has its main office in Juba and sub offices in Aweil, Northern Bar el Ghazel.

    In the FY2018, South Sudan had an annual programme value of nearly $5M and 100 staff
    members.

    Its programme areas include iCCM/Boma Health Initiative, nutrition for children under
    five years of age, health systems management, and LLIN mass distribution.

    Malaria Consortium has
    previously engaged in the control of neglected tropical diseases and expects to rebuild this portfolio.

    The Health Pooled Fund is a consolidation of funding from the British Government’s Department for International Development (DFID), the Government of Canada, the European Union, the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for
    International Development (USAID) and aims to support the Government of South Sudan in reducing
    maternal and infant mortality, ensuring universal coverage, and improving the overall health status
    as well as the quality of life of the South Sudanese population.

    The Health Pooled Fund is based on a county model, whereby support is provided to the county health departments for the delivery of
    Primary Health Care services, health system strengthening and strengthening of community
    ownership.

    Malaria Consortium is supporting the county health departments in Aweil Center, Aweil
    South, Aweil North, and Aweil West, Gogrial East, Gogrial West and Twic to implement health
    service package under HPF3.

    Job purpose

    The MNCH Specialist is responsible for the implementation and overall technical support/guidance and integration of maternal, neonatal and child health activities in the program.

    Scope of work

    The MNCH Specialist will work to contribute and improve the overall health of the targeted
    beneficiaries through provision of quality primary and secondary health care, including integrated
    maternal and child health services.

    This requires technical support and oversight of both ongoing and new MNCH activities.

    The MNCH Specialist mentors and builds the capacity of staff, establishes clear systems and protocols to ensure MNCH services are of high quality and meet both international and national standards.

    Key working relationships

    The MNCH Specialist will be working under the supervision of the Lot Coordinator working closely
    with the Country Technical Coordinator and HPF Project Manager.

    The position holder will also work
    with the M&E Coordinators and supervising Field and Nutrition Officer.

    The MNCH Specialist will be
    based in Aweil Centre County, but will be responsible for the overall design and implementation of Primary Health Care activities at PHCC and PHCUs throughout South and BHI activities in both Aweil South and Aweil Centre Counties.

    Key Account-abilities

  • Lead a team of technical focal points, responsible for managing activities within their respective technical areas, aligned to the objectives and targets set forth by the project
  • Ensure that activities are carried out as outline in the activity plan, following best practices and aligned to the country treatment and health service delivery guideline
  • Identify training needs of staff and County Health Department (CHD) counterparts and develop
    capacity building trainings and mentorship to strengthen implementation of services, technical
    capacity of PHCC, PHCU personnel and CHD
  • Strengthen the capacity of the CHD in technical planning, implementation, monitoring and
    evaluation, reporting and advocacy of MNCH services in
    order to prepare the CHD for future
    handover
  • Implement and monitor case management based on existing guidelines and protocols.
  • Provide technical oversight in the implementation of MNCH activities
  • Travel frequently to MC and partner-supported sites for supervisory visits.
  • Plan and coordinate the implementation of all MNCH activities to be in-line with approved
    budgets, donor requirements and program deliverables and timelines
  • Manage MNCH activities in conjunction with the Lot Manager, develop regular work plans,
    reports, and contribute to the development of budget forecasts and spending plans.
  • Oversee the implementation of a monitoring and evaluation plan for Primary health Care and
    BHI activities, in line with the MC results framework and donor guidelines.
  • Provide overall technical support to service providers on the Basic Emergency Obstetric Care
    (BEmONC) in PHCC’s and Supervise provision of comprehensive antenatal care to pregnant
    women attending ANC services in collaboration with midwives.
  • Supervise provision of postnatal care as per the protocols to all women attending PNC clinic.
  • Supervise family planning and STI management.
  • Ensure infection control and universal precautions are adhered to at the health facilities.
  • Conduct on-job training to midwives and other staff during service delivery when requested to
    do so.
  • Represent MC and liaise with local authorities, Ministry of Health, UN, and clusters and nutrition fora to facilitate successful coordination of activities and ensure transparency in the community
  • Liaise regularly with the HPF Project Manager and CTC to provide updates on the program,
    discuss emerging challenges, and collaborate on the design of new programs or changes to
    existing programs.

    Person specification

    Qualifications and experience:

  • Master’s degree in Medicine, Surgery, Nursing, Public health or similar field
  • Medical or Nursing undergraduate degree
  • 5-7 years of experience in implementing MNCH programmes in humanitarian or emergency
    settings
  • Experience in carrying out M&E, supporting health system strengthening and/or maternal
    and child health projects
  • Experience in managing and working with a multicultural staff

    Work-based skills:
  • Highly motivated self-starter who takes direction well, but also works independently.
  • Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively
    managing multiple priorities
  • Must be fluent in English
  • Strong verbal and written communication experience
  • Strong computer literacy with strong skills in Microsoft Office
