Role Definition

  • To provide technical guidance to the supported sites and districts in improving the quality of HIV prevention services; through effective planning, implementation and monitoring of these services: (HIV testing services (HTS) , Key and Priority populations , Pre Exposure Prophylaxis , Voluntary Medical Male Circumcision (VMMC), PMTCT etc.) in line with the project objectives and MoH guidelines.

    Duties and Responsibilities

  • Prevention intervention: Provide technical guidance to the health facilities to provide quality prevention services including; HIV counselling and testing and linkage to care and Voluntary Male Medical Circumcision services, Key Population programming, Pre_ Exposure Prophylaxis, PMTCT and DREAMS.

  • Planning-In collaboration with the leadership of the supported health facilities, provide technical guidance in developing/reviewing their strategies, work plans and standards for the implementation of holistic HIV prevention activities.

  • Capacity building: Provide technical support to the HIV prevention focal persons at the facility sites and MJAP staff to offer quality HIV prevention services, and monitor performance as per approved work plans and budgets.

  • GBV intervention-Provide technical assistance to the health facilities to initiate/implement comprehensive GBV prevention and management services in the care continuum (routine screening for GBV, HCT, PEP, STI screening to prophylaxis/treatment and other follow ups).

  • Continuous Quality Improvement-In collaboration with the facility health teams, identify performance gaps; and participate in designing continuous improvement projects through coaching and mentoring of health workers, to provide quality comprehensive HIV/AIDS services to enhance prevention.

  • Performance Monitoring: Participate in technical visits and SIMS assessments of the supported sites and jointly monitor implementation of recommended actions; in line with the project objectives.

  • Community Linkages: Work closely with the community structures, to develop strategies and strengthen collaboration of community linkages and referral networking

  • Reporting: Ensuring proper documentation, reporting and submission of all activity reports of the supported sites; including specific reports on (KP, PP, Community linkage etc.) to inform programming of prevention services.

  • Support Supervision: In collaboration with the MoH leadership provide support supervision, coaching and mentorship to health workers in HIV prevention, in line
    with MoH guidelines.

  • Partnerships: Participate in the district and partners’ performance review meetings; and build or maintain strong working relations with other actors, to strengthen prevention strategies, and document best practices.

  • Resource mobilization: Participate in grants application and continuously engage potential partners in resource mobilization efforts.

    Qualifications and Job Requirements

    • Masters’ in Public Health, or related field.

    • Bachelor of Medicine and Surgery (MBChB) from a well-recognised University.

    • A minimum of 5 years’ experience in HIV Prevention, Care and Treatment in a donor funded program.

    Key Personal Competences

    • Strong interpersonal and leadership skills, including the ability to work effectively with health facility teams.

    • Planning, monitoring and evaluation of HIV care and prevention programs

    • Demonstrated in depth Knowledge and ability to analyse the HIV Prevention policy framework

    • Experience of working with MOH, District and Community Health structures in HIV Prevention.

    • Experience in grant writing of fundable proposals

    • Experience in HIV related research is added advantage
