  • Makerere University Joint AIDS Program (MJAP) is a private-not-for profit Company under Makerere
    University. MJAP works to build partnerships and strengthen health systems to optimally respond to
    HIV/AIDS, TB, Non-communicable diseases (NCDs) and other diseases of public health importance in
    Africa.

  • MJAP in partnership with the National Tuberculosis Reference Laboratory (NTRL) is implementing the Strengthening of use of Connectivity Solutions for TB Diagnostic Instrument Networks in Uganda. In that regard, we are looking for competent, passionate and dynamic individuals to fill the following positions: Monitoring & Evaluation Officer.

    Role Definition:

  • Support the National Tuberculosis Referral Laboratories (NTRL) Team to develop and implement an M&E system and framework, tools and strategies that routinely monitors and evaluates the use of Connectivity solutions for TB Diagnostic Instruments activities in compliance with the Ministry of Health guidelines.

    Key result areas:

  • Undertake the day-to-day M&E project activities.

  • Implement the agreed activities in accordance with the approved work plan and budget.

  • Ensure smooth reporting during and at the end of the project.

  • Design and manage a program for M&E and adaptive management learning

  • Take a lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.

  • Develop monitoring and impact indicators for the project success.

  • Provide feedback to the Operation Manager on project strategies and activities.

  • Organize and conduct training on M&E for project staff.

    Qualifications & key competencies:

    ● Bachelors’ degree in statistics, M&E or related field; with a post-graduate diploma in M&E,
    advanced certificate in M&E, statistics or economics
    is preferred.

    ● Expertise in analyzing data using statistical software and database management packages.

    ● At least 4 years’ experience in developing and implementing M&E plans, designing frameworks,
    tools and strategies for data quality assurance, collection and entry; and management systems
    analysis and production of reports and plans.

    ● Ability to provide M&E training.

    ● Comprehensive knowledge of error resolution in data entry.

    ● Strong IT skills (generic applications, internal communications systems, and software packages to
    support M&E management).

    ● Good interpersonal, communication skills, organizational skills & coordination skills.
