  • Makerere University Joint AIDS Program (MJAP) was established in 2004 and is registered as a
    private-not-for profit Non-Governmental Organization (NGO) of Makerere University. MJAP’s
    mission is to build partnerships and strengthen health systems to optimally respond to HIV/AIDS, TB, Non-communicable diseases (NCDs) and other diseases of public health importance in Africa.

  • Since 2004, MJAP has championed the implementation of comprehensive HIV and TB prevention, care and treatment programs in Ugandan districts, health facilities and communities, capacity building for interprofessional HIV service delivery; and implementation research for HIV, TB/HIV, and non-communicable HIV related conditions.

    Project overview:

  • MJAP was granted the PEPFAR funding Award for the USAID Local Partner Health Services in the
    East Central Uganda. MJAP will support public health facilities and their communities in the 12
    districts of Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge,
    Namayingo and Namutumba; to continue implementation of quality Integrated HIV/AIDS and TB services, and contribute to the attainment/ sustenance of epidemic control.

    Job Purpose:

  • The Director, Finance and Operations (DFO) is a member of the project’s senior management team and oversees the overall financial and project operational functions under the supervision of the Chief of Party. The DFO will ensure the project’s financial management, personnel, administrative and contractual operations systems are implemented in line with the USAID regulations, standard operating procedures and good business practices.

  • The DFO will safeguard the assets (financial and physical) of the LPHS-EC against fraud, loss or misuse. He/she will review, prepare and submit accurate accountabilities and the financial reports of the project.

    Key result areas

  • Initiate, develop and monitor the implementation of financial control systems, policies and procedures to maintain financial discipline in regard to financial policies and regulations of the organization

  • With the Chief of Party, lead the preparation and management of project budgets and pipeline expenditures. Manage monitoring, analysis and reporting of actual and accrued expenditures against project budgets for accurate project pipelines, estimates of upcoming cash needs and overall efficient and effective financial management of the project.

  • Prepare the project annual budgets and workplans, monitor the preparation and
    implementation of approved departmental/program/ project budgets by Project Management Team

  • Exercise independent discretion and judgment to monitor the financial performance of the
    organization against approved revenue and expenditure estimates and prepare regular reports to advise the COP and management on Budgetary control and Cost cutting measures within agreed reporting deadlines

  • Review all approved payments for the project’s local vendors, contractors and consultants for goods and services received, in accordance with USAID
    regulations and MJAP financial management policies

  • Maintain project’s good standing with all mandated tax and registrations, including
    submission of payments and required reports.

  • Develop and monitor the implementation of a strategy for facilitating periodic internal,
    external and donor audits and implementing related audit findings in line with the auditing standards and guidelines

  • Review and approve documents/reports regarding procurement, distribution, allocation and appropriate use of assets, facilities, materials, staff salaries and other expenditures in line with the organization’s financial policies

  • In conjunction with the Chief of Party supervise the talent acquisition and other HR-related functions jointly with the HR Management team

  • Supervise and maintain a competent and motivated team of staff in the finance directorate
    in line with the Human resources manual.

    Minimum qualifications:

    • A Bachelor’s (honors) degree in Commerce, Accounting or Finance and a Masters’ degree in Finance, Accounting or an MBA with accounting option.

    • A relevant professional qualification e.g. ACCA or CPA.

    • The candidate must have at least seven (7) years working experience.

    • Experience in Finance and accounting at senior management level in a reputable organization,
    preferably in a USAID funded NGO

    • Proven expertise in finance, accounting and auditing, including automated financial systems

    • Knowledge of Finance and accounting packages most especially Navision

    • Have Key personal competences in Team and communication skills, analytical skills, networking and partnership skills. Must be dynamic, Persuasive &convincing, self- motivated and able to demonstrate high initiative.

    • Ability to travel frequently to the field to monitor efficient use of resources and ensure compliance.
