Job Summary

  • Under the supervision of the Executive Director, the Monitoring & Evaluation and Knowledge Management (MEKM) Service Manager is responsible for the overall participatory planning, coordinating, appraisal, monitoring and evaluation, impact assessment and timely reporting of MSD activities.

  • She/he renders technical monitoring, evaluation and knowledge management support to target Area and Project Coordination offices and assists in demonstrating progress against strategic objectives at MSD level.

  • MEKM Service Manager is also responsible for assisting the generation of regular and ad hoc reports for internal and external purposes.

    Specific Duties And Responsibilities

    Job Responsibility #1: Planning and Implementation:

  • Develops and implements annual monitoring and evaluation plans along with the detail work plans for implementation;

  • Develops plan for program/project related capacity building on monitoring and evaluation;
    Involves in the process of developing plans of the respective programs;

  • Coordinates mid and final evaluation efforts including data collection and analysis;

  • Assists the development of M&E system, regularly tracks project progress and facilitates impact evaluation in terms of project’s contribution towards achieving wider objectives and goals;

  • In collaboration with other project units and partners, plans and coordinates joint monitoring visits and project review sessions;

  • Maintains proper monitoring cheek list for the program/project offices and the organization;

  • Organizes data base of the project intervention targets and conducts regular monitoring with project team;

  • Provides technical assistance for project staff and the organization on data gathering, documenting and reporting; makes field visits and uses other appropriate methods to assess progress and impacts of projects implemented by project area and organization;

  • Organizes project evaluations against the original project and suggests ways of correcting deviations; consolidates monitoring and evaluation findings/data and makes available for the Area Office Manager and
  • Project Office Coordinators and other staff;

  • Assists the presentation, delivery and documentation of research or key learning pieces to key stakeholders and policy makers involved in all project efforts;

  • Makes sure project data is timely entered into data base: properly analyzes data and generates analytical summaries to be used for reporting;

  • Document best experiences and lessens for learning;

  • Compiles, shares and disseminates lesson learned, promising practices and challenge.

    Job Responsibility #2: Knowledge Management:

  • Contributes to MSD efforts to become transformed into a leading knowledge-based organization with the view to ensure competencies and deliver quality implementation of its programs/projects by way of promoting cross learning among partners;

  • Undertakes operation research including success stories and case studies;

  • Builds partner’s capacity to effectively manage knowledge and follows up how
    the available knowledge is utilized or translated into action;

  • Works with the various technical teams to coordinate capacity building modules and gathers information on lessons learned;

  • Coaches and supports partner M&E staff;

  • Coordinates, with program coordinators and officers, capturing and dissemination of best practices across the various MSD implementing partners;

  • Acts as a contact person for knowledge management and provides guidance on knowledge management in all aspects of the program;

  • Provides technical support to partners to build skills and develop effective strategies of managing and utilizing knowledge and learning;

  • Supports MSD to develop strategies and action plan to integrate knowledge management and learning in every development project.

    Job Responsibility #3: Reporting and Communication:

  • Guides staff and implementing partners in preparing their progress reports;

  • Reviews monitoring reports and analyzes them for impact evaluation and to identify the causes of potential bottlenecks in program/project implementation;

  • Prepares consolidated progress reports to be submitted to the Executive Director;

  • Ensures that all reports have gender disaggregated data and free of any gender stereotypes;

  • Compiles a quarterly monitoring and evaluation report and submit to his/her supervisor;

  • Facilitates compilation of regular monitoring reports prepared by different projects along with evaluation recommendations;

  • Closely communicates with all involved in M&E design: Executive Director, Program Director and program officers;

  • Closely works with Partnership and Communication Manager in the documentation and dissemination of best practices, case studies and outcomes of program/project reviews.

    Job Responsibility #5: Other:

  • Takes part in the overall policy, program procedure and strategy development of MSD in general;

  • Performs other duties as assigned by the Executive Director

    Job Requirements

    Education/ Training

  • MA/MSc/MPH or BA/BSc in Economics, Statistics, Sociology, Gender & Development or other related field.

    Experience

  • 5/7 years of work experiences in relevant jobs;

    Technical and Other Skills

  • Demonstrated experience in designing, implementing and monitoring activities;

  • Demonstrated experience in organizing and developing skills in MEKM plans;

  • Competency in computer applications;

  • Good command of written and verbal communication;

  • Excellent in communication and interpersonal and presentation skills;

  • Well organized and ability to act in a professional and ethical manner;

  • Willingness to work under pressure.
