Position: Regional Director, Nairobi and Project Director - NRD/LVCT/10/2018

Reporting to: Programs Director

Location: Nairobi

Job Purpose

To provide implementation leadership for LVCTs work in Nairobi region, management, oversight in the coordination and administration of all aspects of the CDC prevention project in Nairobi and Kiambu counties. The project involves delivering comprehensive HIV prevention interventions for MSM, sex workers and injecting drug users and adolescent girls and young women under the PEPFAR DREAMS project.

The project director is responsible for planning, organizing, staffing, leading, and managing program activities to ensure achievement of intended impact. The project director will work closely with the Programs Director who is the principle investigator to ensure project alignment to institutional vision and mission, donor and MOH objectives and for effective deployment of resources in coordination of the project and delivery of targets.

This is a senior management position and the job holder will also be a member of the core management team (CMT) in LVCT Health.

Key Roles and Responsibilities

  • Provide strategic leadership and direction to the team implementing programs in Nairobi region

  • As a CMT member, participate in strategy development and ensure its dissemination and implementation at the regional level

  • Form and maintain strategic relationships with the county management teams, donors, implementing partners and private sector

  • Forecast areas for future program expansion and work with the team and donors to develop new strategies for delivering programs

  • Responsible for delivery of program targets to meet institutional and contractual obligations

  • Provide technical guidance and support to staff to ensure programs are of good quality, innovative, in line with global priorities positioning LVCT Health as a global leader

  • Lead the team to develop and review a regional work plan for projects as per the award and in line with the mission and strategy of the organization

  • Maintain operational efficiency across the region through use of smooth processes and efficient systems

  • Ensure program implementation compliance with grant rules, regulations, guidelines and professional standards

  • Responsible for continuous quality improvement for all programs and program components in the region

  • Conduct regular site visits with relevant team members to ensure efficient program delivery and achievement of targets.

  • Provide leadership during SIMS visits by CDC and other donors and ensure action points are acted upon in a timely manner

  • Inform analysis of program data ensuring correct/relevant data is collected, analysis plans developed and carried out to inform documentation and program improvement

  • Responsible for accurate, timely and high quality donor reporting as per guidelines e.g. DATIM

  • Maintain regular communication with donors, county and national governments as required by providing updates on new projects, program performance reports in regions where we work and addressing any concerns in a timely manner

  • Coordinate monthly review meetings of all programs in the region to track performance, provide feedback and develop improvement plans. Also ensure review meetings take place at site level/divisions involving relevant site and technical stakeholders.

  • Direct line management, staff supervision, capacity building and mentorship of technical leads in the region

  • Work with HR, programs director and other managers in ensuring right projects staffing aligned to budget and targets; staff capacity building; motivating staff to deliver; nurturing innovations; supporting development of ideas from staff ; handling disciplinary issues among other matters

  • Ensuring efficiency and proper utilization of LVCT Health and donor resources as per approved budgets and guidelines

  • Working together with the finance team to track program financial performance to ensure attainment of burn rates

  • Provide oversight in cash flow projections,
    monitoring and approval of budgeted program expenditures and liquidations as per policy

  • Identify and participate in relevant international, national government and county forums to ensure project visibility and shared learning.

  • Ensure LVCT Health image and brand visibility is maintained and enhanced in all internal and external settings including service delivery sites, workshops, meetings etc

  • Responsible for ensuring key/priority programs success and lessons are documented/published in a timely manner, in an appropriate form such as reports, abstracts, briefs, case studies and journal articles and disseminated widely e.g. through local and international forums among relevant stakeholders

  • Working with relevant program managers to organize and participate in workshops and symposia to discuss LVCT Health’s program areas and best practices bringing together all relevant stakeholders and ensuring participation of regional staff

  • Promoting positive work environment and effective communication by providing regional staff with institutional/donor updates and directions; allowing staff room to give feedback and inputs into programs and processes and; liaising with other relevant technical leads/managers/directors for support or input into regional deliverables

  • Communicate threats or risks to the organization to senior management or relevant departments for action immediately and follow up for quick action

  • Ensuring adherence to all institutional policies and guidelines in matters relating to but not limited to HR practices, codes of conduct, documentation, financial management, archiving, equipment use among others

    Requirements

    Qualifications and experience

  • Bachelor of medicine degree or Master’s degree in MPH/ MBA/Social Sciences or a related field

  • Minimum 6 years’ experience in in a similar position managing donor funded projects in HIV Program areas

  • Demonstrated experience in program planning and implementation a

  • Experience managing grants and budgets above $3 million

  • Good technical skills and experience in monitoring, evaluation, quality improvement and reporting

  • Clear understanding of MOH and county systems

  • Experience in implementing PEPFAR grants
