Job Summary

  • The program officer will oversee HIV and TB clinical service delivery in multiple sites in various regions.

  • They will provide clinical services at their base stations and offer mentorship support to service providers at other stations in their regions.

  • They will also ensure optimal support to sites, prudent use of resources and timely and accurate reporting.

  • Working with Kenya Prisons Services (KPS), the Ministry of Health and County Health Management Teams, the Clinical Managers will build the capacity of uniformed county clinical coordinators towards eventual transition of their roles to KPS.

    Job Responsibilities

    Service Delivery

  • Provide technical oversight in HIV and TB prevention, care and treatment services at
    the KPS health facilities

  • Work in collaboration with the RACUs to offer leadership in HIV and TB services at the
    site

  • Strengthen systems for high quality service delivery at the base station towards centre
    of excellence including active continuous quality improvement teams, multidisciplinary team meetings, regular continuous medical education activities etc.

  • Oversee routine and adhoc reporting and data demand and information use

    Leadership and Management

  • Strengthen the capacity of KPS County Clinical Coordinators in HIV and TB program
    management with incremental role transfer

  • Oversee regional technical assistance teams and offer technical advice in their
    operations

  • Work with the Health Strat Project Coordinators and KPS Regional AIDS Coordinators
    (RACUs) to plan, prioritize, implement, report and review HIV
    and TB activities at supported prison facilities

  • Conduct regular mentorship visits to supported sites

  • Ensure timely reporting and data use at regional and facility levels

  • Participate in regular national performance and planning meetings to advise project implementation

  • Represent the project in various stakeholder forums including county engagement,
    regional technical working groups, CDC and MoH site visits and partners meetings

    Required Qualifications/Experience

  • Diploma in Clinical Medicine or Nursing from a recognized institution

  • Higher diploma or bachelor degree in related field (added advantage)

  • 5 years’ experience in providing clinical TB and HIV care and treatment service

  • Recognized clinical mentor

  • Registration and valid practice licence from the Clinical Officers’ Council or Nursing
    Council of Kenya

  • MoH in-service training in HIV and TB care

  • Training in the National Advanced HIV Clinical Course (NAHCC) (added advantage)

  • Member of a NASCOP-recognized regional technical working group (added advantage)
