Proposal Development (40%)

  • Identify specific funding opportunities (Institutional donors including, US, UN, EU and other Government funding) through necessary mapping and research in the 3 country programs/emergency operations and then provide proposal development support according to agreed priorities (preparedness and readiness to respond)
  • Lead and/or coordinate the timely submission/response to calls including writing high quality concept notes and proposals
  • Assist remotely as well as provide in-country support for the proposal development and writing process (including log frames, work plans, budgets and monitoring templates)
  • Conduct the necessary research to support the technical content of concept notes and proposals (including liaison with relevant technical staff in country)
  • Maintain proper records and electronic filing systems of all drafts and final submissions and approved proposals
  • Ensure that all rules and regulations required by the donor are adhered to and included in the proposal. This can include donor liaison when in the country
  • Finalize, package and submit proposals in collaboration with the GFT in Geneva according to donor specifications and deadlines and LWF quality standards

    Monitoring and Evaluation (15%)

  • Work closely with the M&E focal points in country and the Regional M&E Advisor to develop and maintain program monitoring and evaluation tracking tools to ensure all project indicators report clear linkage of activity outputs to intended outcomes and that the progress of change is clearly tracked
  • Carry out regular and continuous site visits to track project progress, measure performance, and ensure accountability to the targeted communities as well as compliance with donor rules and regulations

    Capacity Building (10%)

  • Provide training support and build capacity of the implementing project officers in the country programs. This will include internal workshops as well as identifying external training opportunities
    Liaise with the GFT in Geneva to develop and conduct training modules with key staff in country programs (eg. ECHO, EuropeAid, USG etc).

    Grants Management (30%)

  • Manage assigned grants’ proposal development, monitoring, timely reporting and close out of grants.
  • Ensure that the approved grants are in compliance with donor requirements
  • Maintain the relations with respective donors in country
  • Identify sources of co funding for new
    funding opportunities (including timely discussions with potential co funding agencies)

    Other (5%)

  • Carry out any other tasks as needed and requested by the LWF Kenya-Djibouti-Somalia Country Representative (e.g. screening reports, training workshops, exchange visits, other).
  • Participate in exchange visits to LWF Country Programs in the region/country with a focus on peer exchange of experience in capacity building, grants management and successful project implementation

    Qualifications, Experience and Competencies

  • Master’s degree in humanitarian or development work, and/or other related social science field
  • Minimum of 5 years of professional experience in International humanitarian and development programs. Experience in project plan donor networks. Work experience with institutional donors including ECHO & Europe aid is required.
  • Cultural sensitivity and adaptability. High degree of integrity and professional responsibility
  • Working experience in African countries is an asset
  • Flexibility, patience and ability to work under pressure in challenging contextual circumstances and working with very tight deadlines.
  • Ability to work independently and at times with little supervision
  • Ability to travel within the region
  • Strong organizational, interpersonal, verbal and written communication
  • Strong computer literacy
  • Fluent in spoken and written English.
